The C-17Adapter Set- Elevator/ Aileron/ Slat flight control system includes the elevators, slats and ailerons.  The elevators are located on the trailing edge of the horizontal stabilizer, two on each side.  The slats are located on the leading edge of the wings, four on each wing.  The ailerons are located on the outboard end of the trailing edge of the wings, one on each wing.  

Currently, these flight controls are removed using the sling to component hoisting adapter set, in conjunction with the universal multiple leg sling, the hoisting beam, and the wheel mounted crane, or the truck mounted cleaning-deicing-decontaminating fluid spraying unit.  The nut plates on the flight control surfaces are used as hoisting inter-faces.  However, misuse has led to the nut plates being damaged and in need of costly repairs.  A means is required at the organizational, intermediate, and depot levels of maintenance to hoist the elevators, ailerons, and slats.  The means should no longer use the nut plates as an interface.

This requirement is for a firm-fixed price contract with 3-1 year options for noun: Adapter Set- Elevator/Aileron/Slat; Part Number 17G110637-1. The basic is for qty of 3 each (includes first article), test plan (1 lo), and test report (1 lo). There are 2-1 year options based on qty range of 1-2 each. This requirement will be a set-aside for small business. Offerors shall prepare their proposals in accordance with mandatory, explicit and detailed instructions contained in the RFQ.  All responsible small business sources may submit a proposal to be considered by the contracting agency. The government will utilize the past performance information retrieval system (PPIRs), excluded parties list system (EPLS), and other government databases to determine contractor status before evaluating proposals. Proposal will be evaluated based on criteria stated in the RFQ.  The anticipated release of the RFQ on or around 6 August 2018 with an estimated response date of 6 Sept 2018.
