The Ministry of Forests and Range (MFR), Research Branch is establishing a Select List of
pre-qualified consultants specializing in C++ programming and Microsoft Windows
application design programming. These consultants may be invited to participate in
subsequent Requests for Proposals for C++ programming and application design contracts to
be competed by The Ministry of Forests and Range, Research Branch during the term from
November 1, 2007 to September 30, 2009. Subsequent requests for proposals may have the
potential to result in multi-year contracts of up to five years or option-to-renew
contracts of up to three years at the ministry's discretion. Where a multi-year or option-
to-renew contract is to be tendered, all vendors will be invited to submit offers; vendor
names will not be rotated from the Select List. Only those contractors who have been pre-
qualified will be invited by Select Invitation to compete for these contracts. This list
is being developed mainly for use by the Research Branch, but will be available for other
MFR branches to use.

The resulting established Select List shall remain valid for two years from the date of
the initial evaluations, which will take place by September 22, 2007. Subsequent
evaluations will take place at least monthly at our convenience. New vendors may be added
to theSelect List at any time and will be evaluated in the same manner as vendors already
on the list. The ministry does not guarantee evaluation and resulting short-listing of
vendors wishing to compete on requests for proposals or invitations to quote.

review a pre-qualification information package of the proposed C++ programming and MS
Windows application design, the pre-qualification mandatory requirements, and complete
instructions for submission of an Expression of Interest. Information packages may be
