The purpose of this RFP is to administer a competitive grant process to award federal
funds totaling $90,000. In the midst of a recovering economy, local agricultural
producers face an increasing challenge to maintain current production levels, and need
help to redirect sales to local consumers. The Buy Local, It Matters (BLIM) program is
an appropriate call-to-action campaign to convince more purchases of local produce by
local consumers. As indicated in the title, the goal of this project is to increase
visibility, demand and sustainability of fresh specialty crops in Hawaii.

To achieve this goal, the Hawaii Department announces the
availability of $90,000 in program funds for proposed projects in four areas - event
promotion, public awareness campaigns, informational materials, and program
coordination - to increase the visibility, demand and sustainability of fresh specialty
crops in Hawaii. The BLIM campaign applies statewide; implementation will feature
farmers, products and farms in each of the state counties. Proposals submitted for
this campaign should focus on the City and County of Honolulu, which
encompasses the island of Oahu.
