This is a MARKET SURVEY / SOURCES SOUGHT NOTICE, pursuant to FAR Part 10 (Market Research), FAR Part 6.302-1 and HSAM 3006.302-1. This is not a pre-solicitation notice or solicitation for proposals/quotations. This sources sought does not commitment the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation or follow up requests.

REQUIREMENT: The U.S. Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC), Procurement Division (PRO), Bio-Containment Branch has a requirement under a current contract (HSFLBP-09-C-00001) for the National Bio-Agro Defense Facility (NBAF) for hinged extension split pipe clamps (various sizes). It is estimated there are 6,000 hinged extension split pipe clamps (various sizes) required.

BACKGROUND: DHS is currently under contract for the construction of the NBAF project and will provide any and all information submitted for Copper Coated Straps and Clamps that are manufactured in the United States in accordance with FAR 52.225-11 and FAR 25.202(a)(2) to the current construction contractor that meets the Buy American Act regulations. Any product submissions conforms to the specification and the Buy American Act will be forwarded to the prime contractor for the potential of being purchased for the project.


This Sources Sought is being issued to obtain information on the availability of American-Made products in accordance with the Buy American Act that meets the specifications for the products below:


Hinged Extension Split Pipe Clamps (various sizes) Required Specifications:
Quantity: 6,000 total (estimated)
Tubing Sizes: ½-inch, ¾-inch, 1-inch, 1 ¼-inch, 1-1/2-inch, 20inch, 2 ½-inch, 3-inch, 4-inch
Material: Malleable Iron, Cast Iron
Rod Size: 3/8"-16
Design Load: 180 pounds both lateral and uplift
Function: A rigid support to suspend tubing horizontally or vertically.
Approvals: Conforms to Federal Specification WW-H-171E & A-A-1192A, Type 25 and Manufacturers Standardization Society ANSI/MSS SP-69 & SP-58, Type 12.
Standard Finish: copper, or di-electric coating
