The National Cancer Institute (NCI), Office of Scientific Operations (OSO) at the Federally Funded Research and Development Center (FFRDC) intends to procure Business Analyst services on a sole-source basis from an economically disadvantaged women owned small business from Malbaie Solutions Inc, 23929 Burdette Forest Rd, Clarksburg, MD 20871. The Business Analyst services will focus on business processes and business intelligence associated with the systems used in operation of the FFRDC, and identification of areas for systems and process improvement.


This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 561499 and the business size standard is $15.0 Million.


Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price time and materials contract. In addition, the award shall be made as a set aside to an economically disadvantaged women owned small business.


The period of performance is twelve (12) months base and one twelve (12) month option.


It has been determined there are no opportunities to acquire green products or services for this procurement.


The Frederick National Laboratory for Cancer Research (FNLCR) is a Government-Owned Contractor-Operated (GOCO), Federally Funded Research and Development Center (FFRDC), sponsored by the National Institutes of Health (NIH), and established in accordance with Federal Acquisition Regulation (FAR) 35.017. The Government utilizes federal, DHHS, NIH, and NCI business systems for the conduct and reporting of business actions. The Operator of the FFRDC must maintain electronic business systems for GOCO operations and activities. The current Federal and Contractor business systems environment needs to reflect a comprehensive understanding and integration of these systems.


The Contractor the services provided by this support include resolution of issues with OSO IAAs to allow chargeback and collection; database that combines NBS obligations and disbursements on the FFRDC contracts and allows reporting as required by FFRDC Stakeholders; and Business Intelligence which shall identify Key Performance Indicators (KPIs) and ensure that data brought into the systems can be generated into reports and deliverables that align with KPIs. Automated custom reporting and database queries shall be developed and access provided to FFRDC stakeholders, based on role (Contracting Officer, Contracting Officer's Representative, other stakeholders).
Malbaie Solutions Inc has unique knowledge of NCI Frederick specific system's architecture and has developed analytical tools based on that knowledge to rapidly assess anomalies in data sets transferred between NBS and NCI Frederick Deltek Costpoint. The accuracy of these verification steps and established process controls are essential to accomplish the desired outcome of the project and within the performance period defined. Malbaie Solutions has prior experience developing software releases to NIH Business System (NBS) and Procurement Information System for Management (PRISM) along with development of Merlin acquisitions software releases used at many NIH Consolidated Operations and Acquisition Centers (COACs). Malbaie Solutions staff have extensive working knowledge of NIH purchase request software like Purchasing On-line Tracking System (POTS) including the CIT web-service interface that bridges them to NBS Oracle. Malbaie Solutions staff have experience at the nVision Data Warehouse where they managed the implementation of many of the current solutions, provides them with the unique capability to create data marts for analytics and business intelligence capabilities by sourcing data from nVision, Federal Procurement Data System (FPDS), and NCI Frederick custom applications. This unique experience developing SQL based extraction queries from nVision to source NBS and NIH Enterprise Data (NED) and integrate the data with the FNLCR systems has not been replicated by other Contractors. Their experience is unmatched in creating customized analytical tools and outputs sourced from nVision, other NIH enterprise and NCI systems, along with mapping those data sets back to NCI specific business processes and workflows. These individual system skills coupled with the ERP and custom development skills makes Malbaie Solutions uniquely positioned to extend that knowledge into this project within days of award.


This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00AM EST, on December 26, 2017. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
