The objective of this procurement is to conduct a feasibility study of the proposed access/densification project around Ouagadougou and Bobo Dioulasso. The interventions are intended to increase connections among households that are covered by the grid but not connected.


The contractor would:


1. Work with the utility and other stakeholders to determine how feasible it would be to implement the treatment arms (amortizing the bill, easy enrollment and information).
2. Investigate by asking the utility and doing some field work whether most unconnected urban and periurban households are near distribution lines in Ouagadougou and Bobo Dioulasso, or what share of them are near enough to connect (for both ERR and implementation).
3. Determine what areas of Ouagadougou and/or Bobo Dioulasso would be the best for a pilot RCT.
4. Investigate the feasibility of randomization at the household or other level.
5. Conduct focus groups to assess the anticipated effect sizes on enrollment of the proposed interventions.
6. Conduct power calculations to determine the necessary sample sizes.
7. Conduct a workshop with the government on the principles of RCTs and how they could benefit from learning from one in this case.
