Intrusion Detection System with 24-Hour Central Monitoring Capability


In accordance with FAR 15.201(c)(3) this is a SOURCES SOUGHT FOR MARKET RESEARCH ONLY. This notice is a request for information to provide data for planning purposes only and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the services contained in this Sources Sought. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. The Government does not reimburse respondents for any cost associated with this source sought or reimburse expenses incurred to interested parties for preparing a response as a result of this posting. Any responses received will not be used as a proposal. Respondents will not be notified of the Sources Sought evaluation results, nor will questions be addressed by the Government.

BACKGROUND: BLM Colorado has identified ten sites that need security system updates and/or new installations. In order to maintain as much operational equivalence and reduce the number of types of systems maintained by the Bureau, it has been determined to utilize one or multiple contractors to perform the identified work below.

NEED: The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience. The BLM issued a Solicitation in fiscal year 2016, and did not receive one proposal. The government is hoping industry will respond to this request with helpful suggestions to better improve the solicitation process this fiscal year. The attachments are the exact Statement of Objectives used in the 2016 Solicitation.

A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. The potential NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors with a size limitation standard of $15.0M.

The selected vendor will supply, deliver and install turnkey replacements and/or new installations for BLM Colorado's current IDS, Duress Systems, and Fire Alarms. Additionally, the Vendor will integrate existing fire alarms and/or duress systems into the IDS system for monitoring and notification purposes. Vendor will provide training on the installed systems and, following the initial warranty period, follow-on maintenance and support. Contractor shall schedule installation of systems with the project inspectors located at the sites.


The submission is limited to 5 pages (pdf), to include:
1) OfferorB?s name, address, point of contact, phone number, email address, Data Universal Numbering System (DUNS) number, size of business (large or small), and Socio-economic criteria.
2) OfferorB?s interest in proposing on a solicitation, if issued.
3) OfferorB?s capability to perform a contract of this complexity and comparable work performed in the past 5 years based on the above criteria.
4) Describe the professional qualifications of your firm. Provide the number and qualifications of registered professional personnel in the key disciplines noted above.
5) Verification of certification.
6) Recommendations on how to structure the project, bid schedule, statement of work, period of performance (time), and deliverables for this project would be appreciated.

All interested contractors shall provide a response by close of business, March 31, 2017, 5:00 PM, Mountain Standard Time.
