This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

Requisition Number W912HZ19T0001 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as FULL AND OPEN. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78.


The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), in Vicksburg, MS has a requirement for the following:
The contractor shall furnish all management, labor, supervision, tools, materials, equipment, and transportation to provide a Bullet Block Trap Barrier System.


The product being requested is to provide a weapons qualification facility in the Vicksburg, MS area.


The following criteria outline the expected specifications:
System Specifications:

□ encapsulated trap, ballistic rubber block barrier systems
□ minimum of 15' tall and 70' wide
□ ballistic rubber blocks backed by 2" thick anti-ricochet rubber tile
□ minimum of 3/8″ AR500 Steel backing
□ bullet is encapsulated inside the ballistic material
□ frame system to hold blocks in place
□ hold a minimum of 10,000 rounds per block before replacement blocks are needed

□ Capable of stopping up to .308/7.62 calibers
□ reversible to extend block life up to 10,000 rounds
□ weather resistant for outdoor use
□ Shipping included

□ Specifications and drawings provided with Bid


Site: The ERDC Range will be located at Flowers, Mississippi (Warren County) off U.S. Interstate 20 adjacent to the Mississippi Army National Guard Armory located on the Frontage Road. Delivery will be FOB Destination to the following location:
Flowers, MS off U.S. Interstate 20 adjacent to the Mississippi Army National Guard Armory.
In accordance with the above System Specifications, an award for this acquisition will be provided to the vendor whose quote is the Lowest Priced of those determined to be Technically Qualified.
FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999)


(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:


1) Technical - Providing items that at least meet the minimum specifications as defined the above System Specifications


2) Price


The vendor must submit the following so the Government can evaluate the offeror's technical acceptability:


1) Sufficient information to determine that the quality of the item is in accordance with the above System Specifications.
2) Must include a completed Quote and include specifications of quoted item.
