SOURCES SOUGHT SYNOPSIS (SSS)

Building 144 Digital Detector Array (DDA)

PURPOSE/DESCRIPTION

The 402nd Aircraft Maintenance Group (AMXG) at Robins AFB, GA, has a requirement for a turnkey Digital Dectector Array (DDA) within B144. The DDA must use the latest in digital scanning and DDA design to optimize the F-15 vertical as defined in F-15 T.O. 1F-15C-36, pages 4-136 through 138, F-15 T.O. 1F-15C-36 page 3-4, and C-5 T.O. 1C-5M-36: page 3-17. The speed from beginning to end including start up and processing time to store information collected from the DDA shall be under four (4) hours for any single task listed in the technical order above. This will be a one-time supply requirement.
At a minimum, the following will be needed. The CNC rails are to be reviewed and replaced and/or repaired. (We know there are at least two broken welds and the rails all need cleaning at minimum.) Operation should be smooth between all transitions. The electrical system will require new PLC, motor drives, motors and interconnecting cables at a minimum. This will eliminate the need to home the system when there is a power failure or if an outside force moves the manipulator. The control software needs to be replaced to operate with the updated drives and PLC system. New software should be able to operate on Windows 10, 64 bit operating system. The DDA source generator and tube need to be of the latest commercially available tehcnology. The water cooler for the DDA tube needs to be replaced. The high voltage cable needs to be replaced at a minimum. The DDA detector and software also needs to be updated to current imaging system and software that can operate on Windows 10. Detector should be larger than the current one allowing for more imaging space with a smaller pixel size than the current system. A new system can operate off of one computer and use LCD screens allowing for more space in the control room. As much flexibility to upgrade DDA head, computer system, and monitoring systems needs to be concerned and implemented with the upgrade. Capturing of images needs to be at a resolution equal or greater than our current DDA method. Captured images need to be able to be digitally store and print files. Storage space shall be at a minimum 2 TB with file sizes being under 0.5 GB with the ability to upgrade system without the contractor. See attached Purchase Description for further details. (Note: CDRL forms referenced in the PD will be provided at the time of formal solicitation.)

See attached Sources Sought Synopsis with Contractor Capability Survey and Draft Product Description for additional information.
