Budget Planning System
General Scope.
The Service Provider shall plan, configure and implement a Budget Planning System (BPS)
(the System) that will meet the business needs of the Citys Budget and Evaluation Office
and KBU Budgeting personnel. The Services shall include the design, installation,
configuration, customization development, integration, testing, deployment, training and
Maintenance of the System. The System shall provide the tools and capabilities necessary for
the Budget and Evaluation Office and Key Business Unit budgeting personnel to plan and
manage the budgeting, performance management, and capital investment planning for Citywide
services and key business units.
The overarching goal of the System is to improve the process effort, efficiency, accuracy,
document and report production, audit capability and flexibility in the planning and
management of the Citys budget, performance and investment planning. The Budget and
Evaluation Office seeks a base Budget Planning System (BPS). Contingent upon the
additional implementation schedule and additional cost, the solution may also include add-on
modules for a Performance Management System (PMS) based on the Kaplan & Norton
Balanced Scorecard model and a Capital Investment Planning System (CIPS). While the BPS
is not optional, the PMS and CIPS modules should be proposed as separate optional modules
or components. Note that a larger Financial Management System is not in scope for this
initiative.
