New York City Economic Development Corporation (NYCEDC) is seeking a Consultant or Consultant team to administer the NYC Brownfield Financial Incentive Program (the Program) as a Program Manager/Grants Administrator (the Consultant). The Program and the Consultant will be overseen by a Project Team that includes NYCEDC and the New York City Mayors Office of Environmental Remediation (OER).
There are an estimated 7,600 acres of brownfields in NYC. Due to known or perceived contamination at brownfield sites, development can be stymied and redevelopment opportunities overlooked. Brownfields represent a significant un-tapped opportunity for housing, job creation, and to increase open space for NYCs growing population. In an effort to reduce the perceived risk of investing in brownfield properties the Program will provide property owners, developers, community development corporations, community-based organizations, and not-for-profit developers with financial incentives to stimulate the cleanup and redevelopment of such vacant, potentially contaminated, or otherwise underutilized sites. Financial incentives to be offered in the Program include: small grants and loans as well as technical assistance.
In consultation with the Project Team, the Consultant will serve two primary functions, namely to: 1) Establish a program administration system to manage grantee participation in the Program; and 2) facilitate the interaction between grantee and environmental vendors to perform Program-approved services on eligible brownfield sites. The Consultant is required to have expertise in multiple areas including: project management, third-party evaluation of work performance as part of a brownfield project, quality control, program development and management, grants administration, financial management, and contract compliance. The Consultant shall have the ability to review and interpret reports produced during all stages of a brownfield cleanup and its redevelopment, and oversee conformance of the Programs brownfield projects with applicable laws, program policies, and other requirements for the remediation of hazardous or other substances at brownfield sites. Experience managing environmental investigations and cleanups is required and some experience with brownfields preferred. Successful administration of a grant program and experience guiding projects through a brownfield cleanup program is also preferred.
