The Department Of Veterans Affairs, Network Contracting Office - NCO 15, intends to release a Sources Sought announcement only. It is neither a solicitation announcement nor a request for proposal or quote and does not obligate the Government to award a contract. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses. The North American Industry Classification System (NAICS) Code for this Sources Sought is 339112 - Surgical and Medical Instrument Manufacturing, with a business size standard of 1000 Employees.

Details, to include full specifications will be included in this Sources Sought announcement which will be released on or about February 17, 2017. Any contractor who wishes to be considered for future solicitation must submit a response. Due date for responses will be February 24, 2017 at 11:00 am EST. Sources Sought response shall be submitted via email referencing VA255-17-N-0302 in the subject line to emilio.ballentos@va.gov. Quote is not required at this time, we are only seeking for potential sources qualified to provide or install the following Brand Name or Equal Product:

Scope of Work VA Saint Louis Missouri Health Care System

Objective
The VA Saint Louis Health Care System intends to procure bronchoscopes for various procedures such as diagnosis of lung masses and staging of the mediastinum, metallic stent placement, tumor ablation, airway coagulation and airway dilation. This document highlights the technical specifications and services being requested by the facility for consideration towards purchase of these bronchoscopes. Vendors under this proposal shall provide all equipment and accessories, installation services, and project management support.

Equipment Specifications

Endobronchial Ultrasound Scope (EBUS)
EBUS must be compatible with VASTL s existing Olympus ultrasound processor (model EU-ME1) and accessories.
EBUS must be compatible with Olympus video systems in the CV180 or CV190 family.
EBUS must be capable of visualizing needle used for needle aspiration on the video display and ultrasound image of existing processor.
Multiple frequencies of use from at least 5 to 12 MHz.
Minimum channel diameter/width of 2mm.
Detachable ultrasound cable to simplify scope cleaning and storage.
Minimum working length of 550mm.
Minimum field of view (FOV) of 75 degrees.
Upward angulation of at least 120 degrees.
Downward angulation of at least 90 degrees.

Slim Bronchoscope
Scope will utilize CCD technology to provide video and images.
Scope must be compatible with Olympus video systems in the CV180 or CV190 family.
Scope will have a 2mm instrument channel.
Insertion tube must be capable of rotating at least 100 degrees in both the right and left direction.
Minimum field of view (FOV) of 100 degrees.
Upward angulation of at least 200 degrees.
Downward angulation of at least 120 degrees.
Waterproof connector that is fully submersible.

Therapeutic Bronchoscope
Scope will be capable of capturing high definition video and images.
Scope must be compatible with Olympus video systems in the CV180 or CV190 family.
Scope will have a 2.8mm instrument channel.
Scope shall be capable of magnification for closer observation of regions of interest.
Insertion tube must be capable of rotating at least 100 degrees in both the right and left direction.
Minimum field of view (FOV) of 100 degrees.
Upward angulation of at least 170 degrees.
Downward angulation of at least 120 degrees.
Waterproof connector that is fully submersible.

Warranty and Service
Service and Operator Manuals The vendor shall provide the following documentation for the proposed system:
Two (2) copies of operator's instruction manuals per unit purchased
Two (2) copies of all cleaning instructions for the device and any accessories provided with device.
Two (2) copies of complete technical service manuals including detailed troubleshooting guides, necessary diagnostic software, service keys, schematic diagrams, and parts lists
Two (2) copies of a system manager s manual outlining back-up procedures, managing privilege group limits, routine tasks, etc.
Warranty The system and accessories shall be covered under the manufacturer s warranty, and shall include all parts and labor for at least one year following acceptance by the VAMC. The manufacturer s factory-trained field service personnel shall perform installation and maintenance during the warranty period. The warranty period shall not begin until after VAMC authorized personnel have accepted the products delivery, installation, and functionality.

Extended Warranty Coverage

Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications to be considered for award. In addition, FAR 4.11 states that prospective contractors shall be registered in the System for Award Management www.SAM.gov database prior to award of a contract. All Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) shall be verified in VetBiz at www.vip.vetbiz.gov
