Phase I White Papers (see section 5 of BAA) prepared in accordance with this announcement will be accepted on an ongoing basis; however, preference will be given to those submitted within 90 days of BAA announcement, therefore, submissions in response to Phase I must be received by 5:00PM EDT on July 17, 2019. Proposals received after 90 days will be considered at the Government's discretion.
