This is a Sources Sought Synopsis only. This notice is not a solicitation and there is no Request for Proposal (RFP) at this time. This notice is a market research tool to determine the availability of qualified Small Business sources.


The Kansas City, Corps of Engineers is seeking qualified Small Business (SB) that primarily perform work in the NAICS classification 238320-Painting and Wall Covering Contractor. The applicable size standard is $18M. Responses to this sources sought synopsis will be used to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunities website www.fbo.gov.


No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation at this time.


The project will be located at 5260 Pomona Dam Road at Pomona Lake, in Vassar, Kansas. The general scope of the requirement will be to provide all labor, equipment, materials, and transportation required to remove and reapply paint on a bridge. The paint that is being removed is a lead based paint. The paint being applied is a multiple application paint system.


The I beams on the bridge are approximately 220 feet long with a 10 feet wide spacing between them. The work by the Contractor must be performed in accordance with the plans and specifications that will be stated in the solicitation. The period of performance will be approximately 40-60 days to complete requirement with a magnitude between $250,000 -$500,000. Prior experience with removing and using lead paint on bridge projects with similar scope and cost range is required.


Submission Requirements:


1. Offeror's name, address, point of contact, phone number, and e-mail address.
2. Firm's DUNS number.
3. Offeror's interest in providing a proposal if a solicitation is issued.
4. Offeror's capability to perform a contract of this magnitude and complexity.
5. Offeror's type of business and business size.
6. Offeror's Joint Venture information, existing and potential, if applicable.
7. Offeror's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars.)
8. Contractor may submit examples of work done by a subcontractor, if that subcontractor intends to enter into a letter of commitment with the contractor.
9. Have you removed lead paint from a bridge in a similar job? How much of the effort did you complete as the prime or sub-contractor?
10. Have you ever temporarily relocated 460-Volt three-phase electrical service entrance conduits and conductors?


11. Are you familiar with the fall protection requirements in the U.S. Army Corps of Engineers engineering manual, EM-385-1-1 and are you capable of developing a Fall Protection and Prevention Plan in accordance with section 21.D of EM-385-1-1?


12. Please provide at least 4 projects you completed in the last 3-5 years that involved lead paint removal and/or applying lead paint to a bridge.
13. Please respond no later than, April 24, 2018 by 1:00 P.M CST, please limit your response to six pages.


This Sources Sought Notice is to assist the Corps of Engineers with market research. If a solicitation is issued, it will be announced/posted in Federal Business Opportunities (FBO) website with sufficient time for all interested parties to respond accordingly.


No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the information will be utilized for technical and acquisition planning. If adequate responses are not received from small businessess, the acquisition may be solicited as unrestricted. All data received in response to this Sources Sought Synopsis marked or designated as corporate or proprietary information will be fully protected from release outside the Government. Since this is a sources sought announcement, no debrief, evaluation letters, or results will be provided to the participants.
