The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to modify an existing to contract to maintain coverage for Local Exchange Carrier (LEC) services on the VA Region 3 Telecommunications Business Office (R3 TBO) Cincinnati Bell infrastructure. TAC intends to award a sole source, firm-fixed price modification to Gainesville Regional Utilities, PO Box 147051, Gainesville, Florida 32614, pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The period of performance is October 1, 2015 through January 31, 2016. The proposed modification is for LEC services to include data services to VA OI&T Region 3 sites as listed below and draft Performance Work Statement, and based on their Local Access and Transport Area (LATA) coverage. The services required are DS1 point-to-point data circuit and Metro E circuits (10, 100, and 1000 mbps). Lines shall be capable of having Telephone Service Priority (TSP) and the VA shall be named as the "Customer of Record". Customer of Record is required in order for the VA to quickly resolve issues regarding service, billing and to have TSP on the phone lines/circuits. Coverage and services shall be in place on October 1, 2015 with no interruptions to the circuits or services. The North American Industrial Classification (NAICS) for this effort is 57110. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.

If your company is capable of providing the abovementioned services by October 1, 2015, please submit a Vendor Capabilities Statement, limited to five pages for your company, to include a cover page which indicates your company's full name, point of contacts and your size standard for NAICS 517110.
