Description

The National Cancer Institute (NCI), Cancer Center Research (CCR), Surgery Branch plans to procure on a sole source basis the brand name SMARTer iCELL8 Single-Cell System and reagents from Takara Bio-USA, 1290 Terra Bella Ave, Mountain View, CA 94043.


This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334516 and the business size standard is 1,000 employees.


Only one award will be made because of this solicitation. This will be awarded as a firm fixed price type contract.


Delivery Date: 30 days from date of award.


The acquisition of the proposed Takara SMARTer iCELL8 Single-Cell System and reagents are required to generate NGS libraries and will be used to dispense, analyze and generate next-generation sequencing (NGS) ready scTCR libraries from immunotherapy cancer patients sorted T cells to determine tumor specific TCR clonotypes using a massively-parrallel singleplex PCR technology.


The following salient characteristics apply to the Takara SMARTer iCELL8 Single-Cell System and reagents:
• Flexibility to analyze from 1 to 8 samples/chip with built-in normalization. A system that allows for direct, automated imaging of cells (live vs. dead, antibody stained, etc.).
• A system that can dispense and assay many types of cells and nuclei even clusters of cells (e.g. cardiomyocytes).
• Flexibility of applications ranging from full length RNA-Seq, TCR profiling and gene expression analysis, epigenomics to further applications that are being added all the time.
• Ability to analyze patient samples at level of 1000-4000 cell amount or low density of T-cells.
• Perform NGS sequencing for both the alpha and beta T-cell receptors.
• A system that contains a multisample NanoDispenser (MSND) allowing for controlled volumes being dispensed on the ~5000 well chip
Library prep kits that make dual indexed single cell TCR alpha/beta fragments that are full length.
• Internal indexes (barcodes) allowing for differentiation of individual samples from a 96-well plate.


The SMARTer iCELL8 Single-Cell System and reagents is the only known commercial instrument with the unique characteristics critical for research in the NCI. Takara is the sole manufacturer and distributor of this equipment. No other known sources exist to provide this equipment. The features mentioned above are necessary for the mission of the lab.



This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain enough detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received at the NCI, P-ARC on or before 11:00 AM EST on May 24, 2019. Electronic capability statements will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement.
