SOURCES SOUGHT: THIS NOTICE IS MARKET RESEARCH TO SUPPORT INCLUSION OF A SOLE SOURCE (BRAND NAME) SPECIFICATION IN A FY18 AND FY19 CONSTRUCTION PROJECT - EIE345 and EIE422, COAL HANDLING PROCESSING PLANT (CHPP) BOILERS, PHASE 3 AND PHASE 4, RESPECTIVELY, TO BE PERFORMED AT EIELSON AFB, ALASKA - AND IS NOT A REQUEST FOR PROPOSAL. The U.S. Army Engineer District, Alaska intends to specify the below listed items as part of two, separate larger construction contracts to be executed on Eielson AFB, Alaska. A determination by the Government to not compete this requirement, for the specific items listed below, based on the responses to this notice is solely within the discretion of the Government. Reference FAR 6.302-1(c), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements - Application for brand name descriptions."

Items:
1) Indeck Power Boilers - for the provision of a coal stoker fired utility boiler of 120,000 lb/hour capacity. Boiler will operate on off specification stoker grade coal.


2) Detroit Stoker - for the provision of Ultrafeed Coal distributors. Distributors shall be capable of feeding coal by a metered belt feed and shall have no reciprocating parts and have a proven track record handling off specification stoker grade coal.


3) California Analytical - for the provision of Continuous Emissions Monitoring Systems for coal fired boiler emissions monitoring system. CEMS shall have been successfully employed for no less than two years in a stoker fired coal plant regulated by the Alaska Department of Environmental Conservation.


4) Monitoring Solutions - for the provision of a Data Acquisition and Handling System for coal boiler operation and emissions historian and reporting. The DAHS shall be fully compatible to the controller / sensor level with the Eielson CHPP plants Monitoring Solutions system.


THIS NOTICE IS A SOURCES SOUGHT NOTICE AND NOT A REQUEST FOR PROPOSAL. No solicitation will be available as these sole source items will be incorporated into the specifications of an FY18 (EIE345) and FY19 (EIE422) solicitations for new Military Construction (MILCON) as noted in the title on Eielson AFB, Alaska. Vendors who offer the above items which can meet all of the above functional criteria are invited to respond to this notice. Responses must include the following information:


(1)    Identification of the manufacturer's name, address, and country of product manufacture.


(2)    Fully detailed specification sheets.


(3)    Narrative addressing how your product meets the salient features listed above.
