The Naval Surface Warfare Center Crane (NSWC Crane) has a requirement for one (1) Mitutoyo American Corporation Model CRTAS9108 SM606 TP20, Coordinate Measuring Machine (CMM) to support material fabrication, inspection and acceptance in support of AN/SQS-53C Hull Sonar Array Subsystems. The AN/SQS-53C Hull Sonar Array Subsystem is a critical part of the AN/SQQ-89(V) ASW System for Spruance and Arleigh Burke class Navy Destroyers and Ticonderoga class Navy Cruisers. A solicitation will be issued pursuant to the procedures in FAR Part 13.5 for an anticipated Firm-Fixed-Price (FFP) contract. The delivery terms are F.O.B. Destination, Inspection and Acceptance shall be at NSWC Crane. The following items will be procured:

The Naval Surface Warfare Center, Crane Division located at Naval Support Activity, Crane, IN intends to award a contract based upon restricted competition as a Brand Name Only requirement in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition to the brand name Mitutoyo CMM is to avoid significant cost duplication and schedule delay. This instrument is unique in that it provides a reliable/proven method to inspect and accept over 80 critical components used to fabricate TR-343 transducers and various communication cables supporting the AN/SQS-53C Hull Sonar Array Subsystem. The TR 343 transducer and communication cables are the system's primary sonar sensor and must be reliable in order for the system to function properly. Inaccurate inspection of critical components used to fabricate the TR-343 transducer components at NSWC Crane could compromise the system's operation.


Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. A determination by the Government to limit competition on this proposed contract is based upon responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The solicitation will be available for download. Offers must be submitted in the format specified within the solicitation to be considered. It is the responsibility of the Offerors to request a copy of the solicitation and to submit offers to the POC at NSWC Crane to be considered. Submitting an offer electronically using any "Submit Bid" feature or other electronic means does not guarantee offers will be received by the proper person or in the correct format.
