The U.S. Army Corps of Engineers, Pittsburgh District, has a requirement for Emergency Streambank Protection at Bradys Run Sanitary Authority. The work is located at 701 Constitution Blvd., Beaver Falls, PA 15010. The site of the work may be reached from state and local roads and streets. The contract has been divided into a base contract, emergency streambank protection, and one awardable option, reconstruct south access driveway area. The work involved is generally described by the items below:

Base Contract:


a. Streambank protection, including clearing, gabion demolition, chain link fence and gate removal and replacement, excavation, grading, furnishing and placing geotextile fabric, and R-6 and R-7 stone protection for approximately 1200 linear feet along Bradys Run.


b. Installation of temporary erosion and sediment control measures including silt fence, erosion control blankets, wetland protection construction entrances, temporary seeding, temporary mulching, and permanent seeding.


c. Construction of temporary access ramp to the stream and stream diversion along area of rip rap placement.


Awardable Option 1:


d. Removal of existing gravel and asphalt paving of south access drive. Installation of new asphalt paving and new guide rail to remediate south access drive.


This procurement will be a competed as a Firm Fixed Price, HUBZone set-aside. The NAICS code for this acquisition is 238910 - Site Preparation Contractors. The small business size standard is $15 Million. The period of performance for the base contract is 180 Days after receipt of the Notice to Proceed. If awarded, the period of performance for option 1 is 30 calendar days and will extend the contract period of performance from 180 calendar days.


The government is planning a pre-bid site visit; the date and time will be in the solicitation.


The estimated cost of the proposed work is between $1,000,000 and $5,000,000.


The Invitation for Bid (IFB) will be issued on or about June 12, 2018 on the Federal Business Opportunities website.


Any resulting award will be for one firm, fixed-price contract made to the responsible* offeror whose bid is lowest. [*Responsible means a contractor that meets the standards in FAR 9.104 - available at www.farsite.hill@af.mil]


The contractor must be registered the System for Award Management (SAM), have an active account and have completed the Representations and Certification sections prior to receiving a contract award. Initial registration may take a couple weeks. Registration and instructions are available at www.sam.gov -registration is free.
