The Northern Facilities Construction CMT of the United States Postal Service will be soliciting proposals for an Elevator Modernization project,, at the United States Postal Service owned Boston P & DC 25 Dorchester Avenue, Boston, MA  02205-9998, Suffolk County. Please see attached Summary of Work.

The estimated cost of the work is $4.5 Million to $6.5 Million; with construction completion no later than one thousand four hundred and seventy three (1,473) calendar days after receipt of the Notice to Proceed.

The solicitation will open on August 9, 2017 on USPS eSourcing Emptoris (see How to Participate below) and close on September 7, 2017.  A pre-proposal meeting for this project will be held on August 22, 2017 at 10:00 am, (local time) on site. Attendance is not mandatory but is strongly recommended. The Postal Service bases contract award decisions on best value. The Postal Service is concerned with striking the most advantageous balance between technical and/or management features and price. The Postal Service may not necessarily make an award at the lowest price in order to achieve a small price savings if better value can be achieved with superior technical or management features. The benefits of a higher priced proposal may merit a higher price.

MINIMUM REQUIREMENTS:

Management Plan: Sections include Eligibility, Safety, Bonding Information, Construction Phase, Project Management, and Comparable Experience. The Management Plan will be evaluated and scored using a 10-point weighted rating scale. Solicitation Attachment 11 contains the scoring breakdown.

Price Proposal: Signed Offer and Award (Page 1) and Schedule of Values.

Terms & Conditions: Solicitation Provision F-202: Key Personnel; Provision 4-3: Representations and Certifications (Section A., B., E.); Provision 9-1: Equal Opportunity Affirmative Action Program; and Provision F-401: Authorized Negotiators.

There is no alternative to specifications and drawings, however, alternative proposals that meet the requirements of the specification and drawings will be considered. Alternative proposals must be clearly labeled within the appropriate sections, i.e. "Alternative Technical Proposal" and/or "Alternative Price Proposal." The submission of such alternative proposal should include an in-depth analysis of the components, a workable plan for implementation, and an explanation of why the alternative should be considered instead of the current procedures.

The Postal Service will not consider alternative proposals that substantively change the base requirements as delineated in the specifications and drawings.

Successful Contractor will be responsible for coordination of all work in a manner that will not interfere with operations and coordinate all work related to this phased project with the Facility Manager or designee. 

Bonding: Contractor must have the ability to obtain 100 percent performance and payment bonds for this project within seven (7) calendar days of receipt of a Notice of Intent to Award.

Note: Successful offeror will be required to submit a Sub-Contracting Plan and Project Specific Safety Plan acceptable to the USPS Contracting Officer before a Notice to Proceed (NTP) is issued. 

The successful offeror will be bound by the Contractor's Screening Requirements. Offerors must familiarize themselves with the requirements of Clause F-102.

HOW TO PARTICIPATE IN THE OPPORTUNITY

All proposals must be submitted online in USPS eSourcing Emptoris (https://uspsprod.emptoris.com).

The Postal Service has successfully upgraded to our electronic solicitation platform (eSourcing) tool. Suppliers already registered on the previous USPS eSourcing Emptoris site (version 8) have been migrated to the new site (version 10). The new eSourcing link for all suppliers is https://uspsprod.emptoris.com/emptoris/sso_login.jsp#/login/loginPage    

If you are registered, the user name is the same and you will be prompted to change your password.  Once on the site, you will find the functions very similar. If you need technical assistance, please contact EmptorisSupport@us.ibm.com or call 888-791-3069.

If you are not registered and your organization wishes to participate in this solicitation, please go to the eSourcing website at https://uspsprod.emptoris.com and click on the "Need to register Supplier Organization? Sign up now!" link. Once you complete the registration process, the Postal Service will review the entry within seven (7) business days to ensure it is complete and accurate. Upon approval, you will be notified via e-mail of your log-in credentials.

Separate electronic messages will be sent inviting you to participate in the solicitation and notifying you when the event is opened.

Each organization must "accept" the Invitation in order to place a bid in Emptoris. Any required documentation may be attached to your bid after submitting total dollar amount of bid in Emptoris.

CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
