ADVANCE ANNOUNCEMENT FORMAL RFQ TO FOLLOW

US Army Corps of Engineers, Portland District is soliciting a non-personnel services contract to provide full maintenance services for the (24 total) elevators and escalators at Bonneville Dam, Cascade Locks Oregon.
 

The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, inspections and testing necessary to perform all preventive and corrective maintenance, and repair of the Bonneville Dam elevators and escalators to a fully operational mode at all times, except for prescheduled downtime.


Services include, but not limited to: scheduled monthly inspections, lubrication, adjustments, annual inspections and load tests as required by ASME A17.1 and A17.2, and all necessary work performed relative to cleaning, lubrication, adjustment and calibration of the equipment where applicable to return each elevator and escalator to the OEM specified rated speed, leveling and door operation condition.


The Contractor shall have personnel available to receive telephone communications concerning emergency maintenance needs 24 hours a day, 7 day a week. In the case of an emergency call, the Contractor shall respond within three (3) hours from the time of the Emergency Call for the repair of any failed equipment or rescue of personnel trapped in the elevator.


All work shall be in compliance with the requirements of the latest edition of American Society of Mechanical Engineers (ASME) Safety Code for Elevators and Escalators, ASME A17.1, current Oregon Elevator Specialty Code (OAR 918-400-0455 and 918-400-0458), the manufacturer's recommendations and all other applicable laws, regulations, rules, ordinances, codes. The latest edition of Guide for Inspection of Elevators, Escalators and Moving Walks, ASME A17.2 shall be used as a guide to establish the equipment is operating safely.


Special Note: Currently there are two elevators and two escalators out of service. Contractors bid shall include all labor for diagnosis and corrective repairs, and all parts required to bring these units back in service during the first month of service, after contract award.


This solicitation will result in a firm fixed priced purchase order for monthly maintenance. The period of performance for the base year will be date of award - 31 July 2018. Two option years will be included as part of the requirement. One purchase order will be awarded to a single contractor. This is an unrestricted procurement, available to all responsible and responsive offerors.


The NAICS code for this work is 811310 with a size standard of $7,500,000.00. The PSC code is J035. Due to the commercial nature of this item, the publicizing and response time will be set to afford potential offerors a reasonable opportunity to respond in accordance with FAR 5.203.


A formal Request for Quote (RFQ) is anticipated to be issued in July 2017 and will be attached to this preliminary announcement when available. The RFQ should be completed and returned to the buyer listed on this announcement by the date and time indicated. SITE VISIT INFORMATION: An organized site visit has been scheduled for the Bonneville Dam elevator and escalators on 13 July 2017 from 0800 to 1500 hours (Pacific Daylight Time). Location of the site visit will be the Bonneville Lock and Dam Security Office, Interstate 84, Exit 88, Cascade Locks, Oregon. In order to participate in the site visit, you must e-mail the Contract Specialist, Mr. Jeff Renner (Jeff.S.Renner@usace.army.mil), and provide the following information for each attendee:


- Name of company;
- Role(s) company plans on providing for the contract (Prime Contractor, Subcontractor and/or Supplier);
- Name and title;
- Phone number and e-mail address;
- U.S. Citizens only
- Bring a valid photo ID that complies with the REAL ID Act, visit https://www.dhs.gov/secure-drivers-licenses for more info. If primary photo ID is not compliant, bring two photo IDs.


Minimum information, listed above, must be provided by 1400 hours (Pacific Daylight Time) 2 days in advance of site visit. Anyone not on the approved list prior to the start time of the site visit will not be allowed to participate.
