Objective
The Flight Microwave and Telecommunications Branch (Code 567) at Goddard Space Flight Center (GSFC) in Greenbelt, MD is responsible for the design, development, and implementation of flight communications subsystems development; as well as analysis, simulation, design, prototyping, development and testing of communications engineering technologies. Code 567 is procuring specialized assembly equipment for the research and development of RF/microwave component level assembly and design work in Code 567.

Estimated Period of Performance End Date February 8th, 2019.
NASA/NSSC intends to issue a sole source contract to Nordson Dage, Inc. 2747 Loker Ave W Carlsbad , California 92010-6601 under the authority of FAR 13.106-1(b)(1)(i). Nasa currently have an aging die shear machine that can no longer be repaired because we cannot find replacement parts for the machine. There are no new reliable die shear machine, for the development of RF/microwave assembly and design, and the only choice is to buy a bond tester system with die shear capabilities. We have done significant research and Nordson DAGE's system has the consistency and decades of experience to be the expert in this machine. The system is reliable, flexible, and meets our needs for our development work. We have very specific requirements and dimensions needed to perform die shear and other destructive or non-destructive testing to verify the consistency of our assembly work.
NASA/NSSC will be the procuring center for this effort. Performance will be located NASA/Goddard Space Flight Center
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.
The NAICS Code for this procurement is 334516. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on September 27, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
