This is a Sources Sought Notice:

(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.
(b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.
(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law.
(d) This Sources Sought is issued by VISN 2 Contracting Office in Bronx, NY for the purpose of collecting information about Boiler Water Softening System 5 Year Hydraulic Overhaul and Resin Replacement Service at the New Jersey Health Care System- Lyons Campus. The NAICS code identified for this requirement is 221310 Water Supply and Irrigation Systems. The requirement is detailed in the Statement of Work section of this document.
(e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Evelyn Peguero at Evelyn.Peguero@va.gov. Responses to this notice must be submitted in writing via (email) and must be received not later than Wednesday, October 23th at 3:00PM, email: Evelyn.Peguero@va.gov. It is the responsibility of the responder to ensure the timely delivery of their capability packages.

- Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business(VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement.
- Contractors shall also identify any Federal Supply Schedules that may carry the desired services.
- Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP.

- Contractors shall include any relevant comments about the Attachment(s) if applicable.

STATEMENT OF WORK


1. CONTRACT TITLE:
Boiler Water Softening System 5 Year Hydraulic Overhaul and Resin Replacement

2. BACKGROUND:
The VA NJ Healthcare System uses a water softening system to provide high quality softened water for makeup feed to our boilers. The water quality depends on the proper functioning of the water softening equipment and the periodic maintenance that is required to be performed. The water softener is currently experiencing a gradual loss of resin which could lead to a decrease in water quality. Due to the complexity, cost and amount of work involved, the overhaul will need to be performed by an outside contractor. This work must be awarded and corrected expeditiously to keep the water quality high which in turn prevents corrosion of the internal parts of the boilers and excessive chemical usage.

3. SCOPE OF WORK:
The Contractor shall provide all labor, personnel, equipment, tools, materials, parts, installation, travel, shipping, start up and supervision required to perform the resin replacement and 5-year overhaul on the boiler water softening system located in Building 14 at the Lyons Campus of the VA New Jersey Health Care System. Perform the following tasks as outlined below:

TASK 1.
PERFORM 5 YEAR HYDRAULIC OVERHAUL ON (2) WATER SOFTENERS
- furnish and install factory original rebuild seal and spacer kits for lower chambers
- furnish and install factory original rebuild seal and spacer kits for upper chamber
- furnish and install factory original replacement piston assemblies for lower chamber
- furnish and install factory original replacement piston assemblies for upper chamber
- furnish and install factory original replacement brine piston assembly complete
- furnish and install factory original replacement brine tank air check / float valve
- lubricate all - installed parts, front end shaft seals, and all moving parts.
- cycle unit, test for proper operation, program electronic controller, test for soft water.

TASK 2.
PERFORM SOFTENING RESIN REPLACEMENT (2) SOFTENING SYSTEMS
- Disassemble system
- Remove existing softener resin from tank and provide legal disposal
- Furnish and install (20 cu ) softening resin - Commercial grade ResinTech CG8 (8%
crosslinked)
- Reassemble system and pressurize
- Start up of system, flush to quality water
- Cycle unit, test for proper operation, test for soft water
All materials shall be new and of current production. The manufacturer s standard
warranty for 12 months shall apply. The Contractor shall guarantee all materials furnished
for a minimum period of one (1) year from the date of delivery if such materials are not
included in the manufacturer s standard warranty. This guarantee shall include defective
materials, when replacement is necessary due to defective materials or workmanship, all
labor and material shall be furnished by the Contractor at no cost to the VA.

4. PERIOD OF PERFORMANCE:
Working hours are from 7:00 am-4:00 pm Monday-Friday except on federal holidays. A schedule will be set upon contract award by the point of contact (POC) or Contracting Officers Representative (COR) if one is appointed. The work will be completed no later than 15 days after receipt of award.

5. OTHER RELATED SERVICES (NOT INCLUDED IN THE SCOPE OF WORK)
Any services not expressly stated in this statement of work are not authorized. Services
such as inspection, Original Equipment Manufacturer (OEM) required maintenance, or
other maintenance and repair vital to the continued functioning of the systems may be
added only after written modification from the contracting officer, unless they are
inclusive to the requested services. No other person, including the COR or any other VA
personnel are authorized to request additional work be performed by the contractor. Any
additional services performed that are not authorized by the contracting officer will be
considered inclusive.
