PROJECT DESCRIPTION: Boiler Replacement, Shenandoah National Park - The work will take place at the Headquarters Administration Building, Shenandoah National Park, 3655 US Highway 211 East, Luray, VA 22835; Page County . The work will includes providing all labor, material and equipment to fully demolish and legally dispose of a 2000 gallon underground fuel oil storage tank and all associated piping. Contractor shall inspect and test the soil surrounding the tank to ensure that there have been no leaks or unauthorized spills as required by the Commonwealth of Virginia, Department of Environmental Quality, and all Federal, State, and Local laws. Contractor is responsible for obtaining necessary permits from the Commonwealth and from the Page County Building and Zoning Office. Additionally, the work includes the removal and disposal/recycling of a Burnham V909A hot water boiler. This work includes all associated water and electrical; demolition of components of the existing boiler to the extent necessary to install a new high efficiency, low-NOx propane boiler.
Install and fill a new, 2000 gallon propane tank with cathodic protection. The tank is to be installed in the same general area as the excavated fuel oil tank. The tank shall be properly bedded and anchored and shall be rated and prepared for underground usage. This item also consists of all piping, regulator systems, tank gauges, fittings, and other accessories necessary to carry gas supply to a new high-efficiency, low-NOx hot water boiler. After installation of the tank and leak tests have been performed, contractor shall backfill the remaining excavation and apply park-approved grass seed the area for grass growth.
Fully install a new high-efficiency (90% or better thermal efficiency), low Nitrous Oxide emitting (NOx) 1200 MBH hot water boiler. This work includes all work necessary to make connections and supply new variable speed pumps to supply hot water to the three existing zones of the boiler system, programming the boiler to work with existing thermostats, any other mechanical and electrical work that is necessary for the connection to the existing piping, including flue replacement.

PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract to meet this requirement. This firm-fixed price contract will be awarded using the Lowest Price Technically Acceptable Source Selection Process in accordance with FAR Part 15 Contracting by Negotiation.
SET-ASIDE TYPE: This is a competitive total small business set-aside acquisition limited to small business firms. All responsible sources may submit an offer for consideration in accordance with these and other terms and conditions of the anticipated solicitation.

NAICS CODE: 562910 Hazardous material storage tank removal and disposal services

MAGNITUDE: In accordance with FAR 36.204, the project magnitude is estimated to be between $100,000 and $250,000.

DURATION: The contract performance period is expected to be 90 calendar days from notice to proceed.

WAGE RATES: Davis Bacon wage rates apply and are included as part of this solicitation package.
