The Naval Air Systems Command, Naval Air Warfare Center Weapons Division, China Lake, CA intends to modify Task Order N32379-18-F0013 by increasing the Level of Effort (LOE) and Cost Plus Fixed Fee (CPFF) and Cost Only Contract Line Item Numbers (CLINS). This modification is based on an other than full and open competition basis.

This Task Order is sole source to Boeing Aerospace Operations, Inc. (BAO) based on the Federal Acquisition Regulation 6.302-1 justification for only one responsible source and no other supplies or services will satisfy agency requirements. BAO is the Original Equipment Manufacturer (OEM) for the F/A-18 aircraft. BAO is the only firm that possesses the requisite knowledge of the aircraft and its unique airframe, avionic, and electronics systems and can access the complete Level III Engineering Technical Data Package (TDP) for the aforementioned aircraft variants.


This Task Order is for Contractor Field Services-Prime (CFSP) type of Engineering Technical Services (ETS) including support of the F/A-18 aircraft, Avionics, and Airframe, and Electrical Systems and associated support equipment.

This action will extend the Task Order POP for 4 additional months and the total estimated modification value is $424,670.33.


This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the contracting office no later than 15 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship or duplication of cost to the Government. Responses to this notice shall be submitted to the contracting office and reference Task Order number N32379-18-F0013. All responsible sources may submit a proposal, which shall be considered by the agency. Responses and requests shall be submitted by email to david.belasco@navy.mil or debra.zamarron@navy.mil or to Commander, Code 210000D (D. Belasco), NAVAIR WD, 1 Administration Circle MAIL STOP 1303, China Lake, CA 93555-6100. Award of the subject modification is anticipated in August of 2019.


All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/


Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
