Synopsis: The U.S. Army Corps of Engineers (USACE), Portland District, intends to solicit small business construction firms who are interested in submitting a competitive firm-fixed-price bid for this project. This announcement is for the replacement of the Blue River Emergency Diesel Generator (EDG) located at Blue River Dam located in Lane County, Oregon.

Project Description:


The U.S. Army Corps of Engineers, Portland District, has a requirement to replace the emergency diesel generator located at the Blue River Dam in Lane County, Oregon. The work includes the demolition of the existing emergency diesel generator and the installation of a new emergency diesel generator and new generator building onsite at Blue River Dam. The upgrades will include the following major features:


1. Demolition and removal of the existing diesel generator and support systems including, but not limited to, control center DQ1, control cabinets, fuel tanks, and cooling and exhaust systems.


2. Provide an emergency diesel generator, automatic transfer switch, fuel tank, load bank and necessary controls/monitoring. Controls/monitoring to interface with the existing SCADA system.


3. Provide new power distribution panels DQ and DQ1 along with associated service and branch circuit feeders. Replace and re-feed existing spillway feeders from new distribution panel DQ.


4. Provide pre-engineered building to house the new engine-generator and associated electrical equipment.


5. Provide generator support systems including generator fuel ventilation, radiator exhaust ductwork, engine exhaust system and seismic supports.


Acquisition Strategy: The solicitation will be an invitation for bids (IFB). The Government will not include options in the RFP. This acquisition will result in a single firm-fixed-price contract.


Magnitude of Construction: The estimated cost of the project is between $500,000 and $1,000,000.


Set Asides and Codes: This is a total small business set-aside acquisition. This effort is classified through the North American Industry Classification System (NAICS) under code 237990 - Other Heavy and Civil Engineering Construction ($36.5M). The FSC is Z2KA - Repair or Alteration of Dams.


Proposal Period: The solicitation is scheduled for release on or about 2 August 2017. The tentative date for the bid opening is on or about 1 September 2017.


Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued.


System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to receiving an award.
