The Bureau of Prisons has a future requirement for blood supply and transfusion services for the inmate population at the Federal Medical Center (FMC) located in Lexington, KY. The contractor will provide specimen pick-up, blood component drop-off, perform and result testing, and access laboratory reports in accordance with the Statement of Work. Courier pick-up days and times will vary to meet the needs of the FMC Lexington patient need. Pick-up of specimens will be required seven days a week, 24 hours a day. Services must be provided within the same day of the request, unless otherwise arranged. Transfusion Service will manufacture its blood and components and will perform testing in accordance with all applicable laws and regulations, including Title 21 of the Code of Federal Regulations, AABB Standards for Blood Banks and Transfusion Services and applicable provisions of Title 42 of the Code of Federal Regulations. The successful contractor will be responsible for 85 ABO Grouping/RH(D) Typing; 85 Antibody Screens; 170 Crossmatches; 170 STAT Testing/Delivery; 85 Leuko Reduced Red Blood Cells; 75 Apheresis Platelets; 20 Special Procedures/Products per year. All duties shall be performed in accordance with standards and methods generally accepted within the industry and in compliance with all Federal and State policies and regulations.


The Government contemplates awarding of an indefinite-delivery, requirements-type contracts with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of a 12 month base period with four 12 month option periods for renewal. The North American Industry Classification System (NAICS) Code is 621991 (Size Standard: $32.5 million).A Government solicitation document to provide these services is being developed, and a contract may or may not result.

Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary. The Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Market Survey Questionnaire will be available on or about February 16, 2018, and will be distributed solely through General Services Administration's Federal Business Opportunities web site https://www.fbo.gov/. The site provides downloading instructions. All future information about this acquisition, including solicitation and/or amendments, will be distributed solely through this site.
Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. The response date for the market research questionnaire is March 2, 2018, at 2:00 p.m. Central Standard Time. No collect calls will be accepted. No telephone requests or written requests for the market research questionnaire will be accepted.
