SYNOPSIS: BLANKET PURCHASE AGREEMENT (BPA) FOR BLOOD COMPONENT PRODUCTS & REFERENCE BLOOD TRANSFUSION SERVICES

This synopsis is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. This proposed action is a Blanket Purchase Agreement for the procurement of blood products and reference blood transfusion services are needed for patient care in routine and emergency situations, scheduled surgeries and/or procedures at the WPAFB Medical Center.

The Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(2).
This proposed procurement will be a sole source award under North American Industry Classification System Code (NAICS) 621991, In-Vitro Diagnostic Substance Manufacturing. Business size standard for NAICS 621991 is $32.5 in millions of dollars. PSC code: 6550 - In Vitro Diagnostics Substances, Reagents, Test Kits, and Sets.

Period of Performance: 4 Years Total (1 Base Year & 3 Option Years)

Requirement: Blood Component Products & Reference Blood Transfusion Services are needed to support routine and immediate patient care at the WPAFB Medical Center. The critical performance requirements for this effort is in the Statement of Work attachment.

The proposed source is Community Blood Center, 349 S. Main St., Dayton, OH 45402-2715.


This procurement will not be competed because Community Blood Center is the only company that can provide the Blood Component Products & Reference Blood Transfusion Services required at the WPAFB Medical Center within the time and distance requirements necessary to provide STAT orders.


The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers.
