RFI/ Sources Sought Notice

The Department of Veterans Affairs, Network Contracting Office (NCO 6) for the Durham VA Medical Center is conducting market research through this Request for Information/ Sources Sought Notice for information related to vendors capable of providing a fully automated and interactive analyzer for a transfusion medicine laboratory thorough a cost-per-test or rental reagent agreement. The Durham VAMC has a requirement for an automated blood bank analyzer capable of performing ABO blood group and Rh typing, direct and indirect antibody testing and identification on patient plasma. Also capable of performing ABO blood group and Rh typing on donor blood.

The North American Industry Classification System (NAICS) Code for this acquisition is 334516, with a Classification code of 6630. This is not a request for bids, quotes, or proposals. This is a REQUEST FOR INFORMATION/ SOURCES SOUGHT announcement only. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in socio-economic set-aside feasible. The Veterans Administration is required by Public Law 104-9 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete enter a set-aside. If insufficient veteran-owned and small business responses are received to establish the basis for setting this action aside for other than large business participation, then the action will be advertised as full and open competition, in which case, all interested parties responding shall be eligible to bid.

This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary, and all information is to be submitted at no cost or obligation to the Government. This notice is for informational and planning purposes only, and does not constitute a solicitation or a commitment by the Government to later publish a solicitation.
