The 366th Contracting Squadron at Mountain Home Force Base, Idaho, is seeking bids from qualified sources to perform the work to provide upgrades to the existing fire detection and alarm system throughout Hangar 1332 in order to meet current system technology standards and ensure the long-term operability of the system. Please see the Statement of Work for further project details.


 


This acquisition will be Set-Aside for Women Owned Small Businesses. The North American Industry Classification System (NAICS) code for this project is 238210 with a size standard of $36.5M. The contract will be a single award, Firm-Fixed-Price contract.  Period of performance will be 365 calendar days.  In accordance with FAR 36.204(d), the estimated magnitude of this construction project is between $500K and $1 million.


 


The government intends to award a firm-fixed price contract resulting from this solicitation to the responsible bidder whose bid is the lowest price and meets the requirements. Evaluation of price will be based on the bidder's total price for all line items as delivered to the specified destination.


 


Notice to Offeror: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.


 


The following factors shall be used to evaluate bids:


 


1. Price (all line items shall be priced).


 


The bidder's initial quote shall contain the bidder's best terms from a price and technical standpoint. The Government intends to evaluate quotes and award a contract without correspondence, but reserves the right to correspond with contractors, if later determined by the Contracting Officer to be necessary. The government reserves the right to make no award as a result of this solicitation.


 


Site visit will be held 5 September 2019 at 10:00 am MST. Contractors needing access to Mountain Home AFB shall submit the SFS 30 no later than 29 August 2019 by 12:00 PM MST. The SFS 30 shall be submitted to Taylor Kanthack, via email only, at taylor.kanthack@us.af.mil. Additionally, contractors that wish to submit bids in person will need to submit an additional SFS 30 by 12:00 PM MST, 7 days prior to the bid closing date.


 


 


Bids are due, via paper copy to Taylor Kanthack 366 Gunfighter Ave. Ste. 489 Mountain Home AFB, ID 83648 no later than 20 September at 10:00 AM MST.
