Blanket Purchase Agreement for DHUD Office of Multiamily Housing Programs - Rent Comparability Studies
This is a combined synopsis/solicitation for Rent Comparability Studies prepared according to FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part's 13, 19, and Subpart 16.7 also apply.
The procurement is a 100% Small Business Set-Aside.
The US Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), has a requirement to establish one or more Blanket Purchase Agreement (BPAs). The term of the BPA will be for a period of five (5) years, unless terminated sooner by either party: The contractor or the government. The solicitation documented and incorporated clauses and provisions are those in effect through Federal Acquisition Regulation Circular 2019-03, and HUDAR dated May 15, 2019.
The BPA will provide HUD with a contracting vehicle to place call orders for obtaining rent comparability studies for multifamily properties.
The contractor(s) will provide third party appraisers to prepare Full Rent Comparability Study - No Post Rehab Rents and Full Rent Comparability Study Including Post-Rehab Rents (STUDIES) according to Chapter 9 of the Section 8 Renewal Policy Guide (GUIDE). The contractor(s) must perform the Studies (i.e. projects) for the Office of Multfamily Programs, Fort Worth Region: States of Arkansas, Iowa, Kansas, Louisiana, Missouri, Nebraska, New Mexico, Oklahoma, and Texas.
