The Department of Homeland Security (DHS)/Immigration and Customs Enforcement (ICE) has a requirement to provide ICE employees with gym/fitness membership services as part of the agency-wide Health and Wellness program. The vendor offering the services under this requirement must qualify as a "full-range health & fitness center" and must be within a quarter (0.25) of a mile from 801 I Street NW Tech World Office building in order that the facility is within minimum walking distance, thereby requiring the least amount of foot travel time from the place of work to the facility.

The distance requirement which requires the facility to be within a quarter (0.25) of a mile from the Tech World Office building located at 801 I Street NW Washington DC is of high importance. Vendor quote whose facilities are beyond this distance requirement will not be considered for award. All interested vendors are invited to submit a quote in accordance with the attached package.


The Government anticipates a single BPA award. The period of performance for this BPA will include twelve (12) month base period with three (3) 12-month option periods.


This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and as prescribed in FAR 13.303. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


Solicitation Number HSCEMS-17-Q-00002 is being issued as a Request for Quotation (RFQ) to establish a Blanket Purchase Agreement (BPA) for the new gym/fitness membership services for ICE employees.


The NAICS code is 713940 (Fitness and Recreational Sports Centers)


Content and Instructions for Proposal Submission:


Quotes shall be submitted in accordance with the attached solicitation package and are due on January 31, 2017 no later than 2:00 pm EST. All questions concerning this combined synopsis/solicitation must be directed in writing via email to the Contract Specialist at Ramon.Ramos@ice.dhs.gov no later than January 20, 2017 @ 2:00 pm EST. No questions or inquiries will be accepted by telephone. The distribution of any resulting amendments to the solicitation will be accomplished solely through the FedBizOpps website, www.fbo.gov . Hard copies of the solicitation documents will not be available; therefore, no written, telephone, or facsimile requests for the documents will be accepted.


The FedBizOpps website provides downloading instructions. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this RFQ.
