Bird Radar Warranty Sources Sought
SOURCES SOUGHT SYNOPSIS: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below:
This is a Sources Sought announcement. The 55 Contracting Squadron intends to contract an Extended Warranty, Service & Maintenance Plan Agreement for the the MERLINTM XS2530i/SS200m Aircraft Birdstrike Avoidance Radar (the ‘System' or ‘Radar') manufactured and supplied by DeTect, Inc. (‘DeTect' or the ‘Manufacturer') of Panama City, Florida USA installed at Offutt AFB indicated above (the ‘Location') for the 55th Wing (the ‘Government'). The Government intends to execute a one year contract with four options years that includes coverage for labor, materials and other costs for system preventive maintenance (excluding routine maintenance that is to be provided by the Government), 24-7 telephone and internet technical support, remote system monitoring, software upgrades and maintenance, and, repair or replacement of any failed parts or components. The Government may also be interested in a replacement of the current DeTect, Inc. MERLIN system.
Covered Equipment & Components:
The equipment covered by this agreement includes the MERLIN System installed and currently operating at the above named location along with any upgrades to the system made by DeTect since the original delivery date and includes the following:
(a)The System hardware as originally supplied by DeTect along with any DeTect-supplied upgrades or modifications made to the System as of start date of this Agreement.
(b)The MERLIN System operating software and any upgrades and/or add-on functionality supplied by DeTect.
(c)A commercial internet line, through an approved base provider, that will provide remote access capability to system hardware and MERLIN FileWatcher® supplied by DeTect.
(d)(Technology Refresh)Desktop computer towers and associated operating software for two locations that will allow for robust data analysis and information display. Laptop or tablet based systems that allow for mobile display and analysis of current BARS data. Tech refresh will occur at an interval not to exceed three (3) years or as technology limitations dictate replacement.
Items not covered by this Agreement are Government supplied or installed components or ancillary systems and System wear parts that are limited to the backup generator unit (if so supplied by DeTect).
The designated NAICS Code is 811219 and a Size Standard of $20.5 million.
Your response shall include the following information:
• Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.),
• Relevant past performance on same/similar work dating back to the last three (3) years and your company's capability to do this type of work.
Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Work below). It is imperative that business concerns responding to this sources sought articulate their capabilities clearly and adequately.
