This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions." The US Army Corp of Engineers, Portland District, intends to issue a solicitation for Indefinite-Quantity, Indefinite-Delivery (IDIQ) Multiple Award Task Order Contracts (MATOC) for Biological and Ecological Services to support the Portland District, Walla Walla District, and Seattle District.

This MATOC is to procure scientific professional services to support the Portland, Walla Walla, and Seattle Districts' requirements under the Anadromous Fish Evaluation Program (AFEP) program and the Federal Columbia River Power System (FCRPS) Biological Opinion. Work is for the performance of studies of behavior, physiology, ecology, injury rates, survival rates, abundance, and population dynamics of fish, birds, and/or other organisms. Components of the work may include literature reviews, study planning and execution, research and monitoring in the field or elsewhere to collect data, data analysis, and data management. Typical deliverables include data and/or reports detailing the outcomes of the study or data collected, as well as population management. Work is anticipated to occur throughout the Pacific Northwest, including but not limited to the Columbia, Snake, and Willamette River Basins.

This solicitation will be a total small business set-aside under NAICS 541690 - Other Scientific & Technical Consulting Services, which has a size standard of $15,000,000.00. The Federal Service Code is B516 - Special Studies/Analysis- Animal/Fisheries.

The Portland District is considering the award of up to 5 contracts resulting from this solicitation. Task orders under these contracts will be used for projects of varying size and complexity. Work under these contracts may require contractors to provide services simultaneously in multiple locations.

The solicitation is anticipated to be advertised on or around 4 February 2019 with a projected award prior to 1 May 2019.

This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation has been scheduled to be released via FedBizOps ( soon detailing requirements for these services. This information is for planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.
