The purpose of this sources sought notice is to determine the potential to set-aside this requirement for small business firms. The NACIS code for this acquisition is 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) b size standard 1000 employees. Responses to this sources sought notice shall not constitute responses to a solicitation. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation currently exists therefore requests for a copy of the solicitation should not be made.

The decision to solicit for this requirement shall be solely at the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the
Government pay for the information submitted by any responders in response to this notice. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition.

DESCRIPTION
The U.S Environmental Protection Agency (EPA), has a requirement to routinely screen chemicals to profile bioactivity using biochemical and cellular bioassays to define chemical activity against specific protein targets. The Environmental Protection Agency (EPA) is using this approach to build methods prioritizing chemicals for additional screening and testing based on predicted hazard and potential toxicity.

The EPA has a need for laboratory testing and analysis services in support of this program. The contractor shall use a broad panel of bioassays encompassing a wide range of protein families when performing these services. Diversity of protein targets within protein families is also desired. Bioassays may be either biochemical or cellular, but each bioassay shall address specific target protein.

It is the Governmentbs intent to award one Firm-Fixed Price/Indefinite Delivery Indefinite Quantity (IDIQ) contract from this solicitation. All work will be ordered through the issuance of Task Orders. The anticipated ordering period is five (5) years.

CAPABILITY STATEMENT:

Interested parties who believe they are capable of meeting the requirements shall submit a written capability statement. The capability statement will be evaluated solely for the purpose of determining if the small business community is capable of performing the services of this requirement. In response to this notice, the Government will review the relevant qualifications of interested parties as it relates to their technical ability to satisfy this requirement. Specific focal areas shall include but are not limited to your firmbs capabilities relative to: technical approach, personnel qualifications, corporate experience and past performance.

All capability statements should:

1.    Not exceed six (6) single-sided pages in length. Excess pages will not be reviewed.
2.    Include small business classification(s): (Small Business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.)
3.    Address capabilities relative to the key tasks in the draft Performance Work Statement, in particular:
(a) Capability to provide high throughput bioactivity profiling panels;
(b) Capability to provide three optimal grades of bioactivity profiling panels (focused, broad, comprehensive;
(c) Capability of bioactivity profiling panels to encompass a broad range of protein families to allow for maximum coverage of biological space;
(d) Provide a listing of protein families offered;     
4.    List references in conducting projects of similar size, scope, and complexity in the past 3 years.

All responses shall be submitted electronically via FedConnect. The Government intends to consider all comments and responsive qualification packages when developing its final acquisition strategy and any resulting RFP(s). The synopsis, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Federal Business Opportunities website at: www.fbo.gov and the FedConnect website at: https://www.fedconnect.net/ . The due date for responses to the Sources Sought notice is Friday, December 8, 2017 by 12:00pm EDT.
