THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION. This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Bio-Rad Laboratories, 2000 Alfred Nobel Drive, Hercules, CA 94547-1803, for the acquisition of a maintenance and repairs services agreement for an Bio-Plex Suspension Array System.

The three Bio-Plex Suspension Array Systems are benchtop instruments. They consist of a 3B laser system which is used in the analysis of multiple analytes up to 30 in a single sample. This system requires routine maintenance and service due to the complexity of the system. These systems are extremely important when you have very small amounts of precious sample (for example: human serum samples or tissues). These machines allow for customizable runs allowing for project specific returns. These returns allow for the running of the machine along with data analysis which can be customized. Reproducibility is also very important since many studies run over a long period of time. Routine maintenance is important so that one study is comparable with the next.


This instrument is necessary to consistently acquire information from human and mouse samples. It's imperative that we preserve the data integrity and continuity by continuing to evaluate samples using the same parameters at all time. Therefore, service and regular maintenance of this complex system is imperative for high quality data. Research at NIEHS requires analysis of multiple parameters to investigate everything from inflammation to genetics. This aids in the NIEHS mission to aid in the health and well-being of people everywhere by studying environmental diseases.

The applicable North American Industry Classification System (NAICS) Code for this acquisition is 811219 "Other Electronic and Precision Equipment Repair and Maintenance" and a size standard of $20.5M.

The anticipated period of performance will be for a twelve (12) month base period starting on 9/27/2019 - 9/26/2020.


NIEHS will solicit and negotiate directly with Bio-Rad Laboratories and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Tanya Redfearn at shields3@niehs.nih.gov and are due by 2:00 PM, August 27, 2019. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Bio-Rad Laboratories.
