Statement of Work
BioSafety II Infrastructure
Naval Medical Research Center

GLOBAL REQUIREMENT
NMRC's mission is to conduct research, development, tests and evaluations to enhance the health, safety and readiness of Navy and Marine Corps personnel in the effective performance of peace time and contingency missions and to perform other functions as directed by higher authority. NMRC is also in support of and receives guidance from the Bureau of Medicine and Surgery (BUMED). NMRC includes the command NMRC and its subordinate enterprise commands/units. This requirement does not preempt subordinate commands augmenting this requirement with their own support. Mission functions include:
I. Provide basic and applied research competence in Combat Casualty Care, Infectious Diseases, Bone Marrow Transplantation, Biological Defense Research, Diving and Hyperbaric Medicine, Immune Cell Biology, Environmental Medicine and Human Factors directory related to military requirements and operational needs.
2. Maintain program of basic Biomedical Research in areas of military importance to develop knowledge in anticipation of future requirements.
3. Provide a scientific potential for the application of new biomedical knowledge to operational concerns and requirements.
4. Provide a source of scientific advisors and consultants readily available to the operational forces.
5. Provide biomedical resear.ch capabilities to support field laboratories, naval hospitals, naval activities, and other agencies upon request, in solving problems beyond their capabilities.
6. Serve as an effective instrument of U.S. Foreign Policy by initiating and continuing programs which promote positive relations between the command and foreign nationals and which assist naval personnel and their family members to work effectively, live with dignity and satisfaction, and function as representatives of the U.S. Navy and Ambassadors of the United States while abroad.
7. Provide or undertake other appropriate functions as authorized or directed by higher authority.
8. Provide Echelon 3 direction and administrative support to all subordinate activities, including NMRC- Lima, NAMRU-Cairo, NAMRU-SA, NSMRL, NAMRU-Dayton, and NAMRU-2 Pacific Pearl Harbor.
9. Provide support to NMRC in the Directorate and Research Department areas. Directorate support includes Administration, Resources, Research Services, Combat Casualty Care, Infectious Disease, Bone Marrow, and Biological Defense Research.
10. Provide services that may be of an administrative or financial nature that are in support of, but are incidental to, the primary research and development effort.


SPECIFIC REQUIREMENTS
Activities to accomplish the aforementioned requirement to completion include:
Development and maintenance of a biosafety infrastructure that support biomedical safety for both biomedical equipment and biological agents. Estimated staffing to support this requirement is a Senior Biomedical Technician.
I. SENIOR BIOMEDICAL TECHNICIAN
Biomedical equipment maintenance is a function designated to furnish geographic medical/dental maintenance and repair support and, as such, should be organized to maximize available resources. Biomedical is to promote the safe and effective care and use of medical/dental equipment, and follow standard operating procedures to efficiently use all maintenance and repair resources. The Biomedical Technician (BMET) is to maintain an equipment maintenance program based on NAVMEDLOGCOM's established class risk assessment and maintenance plans. The BMET will provide technical review of all requests for contracted medical and dental equipment maintenance. Monitor manufacturer and/or vendor warranties and maintenance agreements. Inspect and document the performances of all medical/dental maintenance to verify that the services provided conform to the contract or warranty agreement. The BMET will be appointed (with no inherently government functions) to the following committees: Equipment Program Review Committee and the Risk Management/Safety Committee. The BMET serves as the Subject Matter Expert (SME) relating to biomedical related issues, for NMRC and its subordinate laboratories. The BMET will support maintenance for the Naval Medical Research Center Silver Spring, Fort Detrick (BORD), and Rockville (Bone Marrow).
The core of the BIOMED's operation is the Medical Equipment Management Program (MEMP). MEMP must be based on risk assessments that consider the equipment function, physical risks to the patient, environment, maintenance requirements, equipment incident history, age, and any unique local requirements. MEMP will also maximize the equipment availability, minimize the associated maintenance costs, and provide valuable information to the activity for systematic planning, technology management, and budgeting of equipment replacement. The MEMP is derived in DMLSS using the Maintenance Requirement Indicator (MRI). The BMET will ensure that all maintenance significant equipment in the MEMP have an MRI in the catalog record. If medical equipment must be added to the MEMP, with the approval of the Safety Committee, the inclusion criteria must be based on:
•    Equipment function
•    Physical risks associated with use (consequence)
•    Environment of use
•    Equipment incident history.
The frequency of scheduled maintenance of medical equipment included in the MEMP should be in accordance with the manufacturers' requirements or frequency established by NA VMEDLOGCOM.
Evaluations and recommendations are to be based on the costs of existing repairs required, total repair costs to date, present operating condition, projected post-repair condition, repair history, and projected remaining life based on the life expectancies found within the DMLSS system. A scheduled maintenance Quality, Reliability, and Maintenance (QRM) Program will be conducted to determine and monitor the effectiveness of the entire maintenance program. When equipment repair requests are presented, the customers will be consulted to determine the priority of repair (emergency/urgent/routine) and estimated date of completion. Biomedical Technician should have certifications and familiarity in performing maintenance on Biological Safety Cabinets, Chemical Hoods, and other various lab equipments.
a.    Equipment Acceptance
All newly acquired medical or dental equipment will be inspected by the BMET to ensure that it meets safety standards, manufacturer's specifications, and contract requirements. Minimum inspection requirements will consist of the following:
i.    Confirm that the item is free of physical or functional damage caused by improper shipment and/or faulty manufacture.
ii.    Confirm that two copies of the operator's and service manuals have been provided as per contract.
iii.    Confirm that the item of equipment meets all safety requirements (i.e., ground resistance, leakage current, etc).
iv.    Verify that all the equipment delivered meets the requirements of the contract.


Training must be provided to operators when a new make or model of equipment is received in the command. The BMET, manufacturer, or vendor must provide this training before placing the unit into service.
b. Scheduled Maintenance Program
Scheduled maintenance programs provide regular systematic servicing, minor repairs, and detection of potential equipment malfunctions. BMETs are responsible for performance testing and documentation of Level II and III scheduled maintenance. Documentation of performance repairs remains the responsibility of the BMET for in­house/ contracted repair services.
i.    Level II (Inspection, Preventive Maintenance, Calibration, and Parts Replacement). Relates to scheduled periodic (planned)technical inspection, lubrications requiring disassembly, replacement of worn or deteriorated parts, interior cleaning, calibration verification and/or adjustment, and verification Level I performance.
ii.    Level III maintenance consists of maintenance requiring complete overhaul of the item of equipment and is considered depot-level maintenance or equipment manufacturer service center level maintenance. At activity discretion, performance of Level III maintenance by the local maintenance shop is permitted if required parts, personnel with technical expertise, tools and test equipment, and man-hours are available.
c.    Scheduling Maintenance Frequency
Electrical safety inspections will be performed prior to issue of new or repaired equipment. Equipment calibration shall be conducted in accordance with the manufacturers' recommendations. In areas not normally accessible to the operator, cleaning is of critical importance, particularly if moving/heat sensitive parts are involved. The BMET will verify equipment operation for an acceptable level of performance. Maintenance records of equipment receiving scheduled maintenance will be a1U1otated with a minimum entry consisting of the following information:
i.    Maintenance procedures performed
ii.    Current equipment condition code
iii.    DMLSS will be coded with appropriate noun/verb maintenance codes: scheduling and documenting scheduled maintenance actions; monitoring QA (device alerts) issues; assigning tasks for unscheduled maintenance, and preparing required reports as applicable.
d.    Equipment Tagging
In addition to annotation of maintenance records and/or work orders, any equipment being stored for further disposition or any equipment identified as defective and remaining within the customer's custody shall be appropriately tagged.
e.    Equipment Unable to Locate
The Unable to Locate Equipment Notification Report in DMLSS/MA is to be generated and forwarded to the responsible custodian no later than the first working day of the month. This report will serve as an attachment to the notification informing them that there is some equipment assigned to their department that cannot be located during the last scheduled maintenance month. A copy of this report will be provided to the Safety Committee and Equipment Management Division.
f.    Service Contracts
Contractor personnel must enter service contract information into the DMLSS' Service Contract (SC) module. Maintenance history records of medical equipment under annual maintenance contracts will be annotated in DMLSS/SC with the name of the contractor, type of contract, cost, contract number, and period. All contracted maintenance performed will be recorded in DMLSS/MA upon submission of service reports from the contractor and/or vendor's representatives. The entry, at the minimum, will indicate the service date, type of maintenance performed, parts used and cost, man-hours with labor cost, and travel rate.
SECURITY CLEARANCE
Performance of this task order does require access and does authorize access to classified information up to and including the SECRET level therefore will include a Department of Defense Contract Security Classification Specification Form DD254 provided by the Agency, therefore, contractor employees will have initiated Background Investigations and fingerprint processing prior to arriving at agency.
STAFFING ELIGIBILITY /QUALIFICATIONS
*Resumes provided shall demonstrate sufficiently enough to the evaluator that the person proposed has the knowledge and experience relevant to accomplish the aforementioned tasks. If there is any conflict between eligibility criteria/tasking below and the basic contract labor category description, then the eligibility criteria below would prevail.
Staffing Eligibility / Qualifications
General eligibility to perform the afore-mentioned requirements and activities include:
I. Contractor personnel may be required to travel domestically and internationally for collaboration, field research, and presentation of findings.
2. Must be able to pass at a minimum all criteria for Public Trust clearance. Note: SF 86 is required for a SECRET clearance.
3. Must have experience with experience interfacing with the military medical research enterprise.
The contractor employee shall have experiences/capabilities demonstrative of performing the work stated above.
TRAVEL AND OTHER DIRECT COSTS
Travel destinations are not definitive at this time and will be defined on an as needed basis in writing (e.g., email) by the technical point of contact. All travel will need to be approved the technical point of contact and COR in writing (e.g., email) if within scope and budget. Otherwise, a modification to the task order will be required. For proposal purposes, the offeror shall use a figure of NTE $10,585 (before contractor burdens). Travel to Navy medical treatment facilities, and USMC bases (including travel outside the continental United States (OCONUS) are the most typical travel destinations, which may include but are not limited to:

Note: Travel within the DC Metro area in the vicinity of Silver Spring, MD. The contractor shall conduct negotiations with the government prior to award to ascertain if travel costs within a 50-mile radius of NMRC Silver Spring will be expensed/charge as a direct charge on the invoice or absorbed as an indirect cost.
There are no Other Direct Costs (ODCs) anticipated at this time.
CONTRACTOR MANPOWER REPORTING
"The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Naval Medical Research Center (NMRC) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/
Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October I through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014.
