The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Applied Maths, Inc. for BioNumberics Client and Server Software Licenses. Applied Maths is the only vendor that can provide BioNumerics, a molecular subtyping analysis software that combines information from various genomic and phenotypic sources into a global database and is able to conduct conclusive analyses that meets all of the requirements for Advanced Molecular Detection (AMD) participating programs and partners. This software is already in use at CDC in several programs, including PulseNet, and many participating public health laboratories. The scientists at CDC and in the PH network, consisting of state health departments, local health departments, and federal agencies (CDC, USDA/FSIS, and FDA) have extensive experience with this software and have massive amounts of data that is currently managed, analyzed and exchanged in this format. To alter the course of this world-wide standardized molecular subtyping protocol midstream would not be efficient, cost effective or in the best interest of the Federal Government.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
