VA INTENT TO LEASE SPACE USING OTHER THAN FULL AND OPEN COMPETITION
SUCCEEDING LEASE

Notice of intent to lease approximately 2,843rsf/ 2200usf of office space in Biloxi, MS
Responses to this notice must be received no later than July 3, 2017 in order to be considered.
Notice: This is not a solicitation for offer, nor a request for proposals. VA will not pay for any costs incurred as a result of this advertisement. Respondents are advised that the VA assumes no responsibility to award a lease based on this advertisement. The purpose of this advertisement is to determine if there are parties who are qualified and interested. The U.S. Government Veterans Healthcare Administration (VA) intends to negotiate an award of a succeeding lease using other than full and open competition for the existing lease space for the Biloxi Veterans Center which the VA currently occupies. The lease term is estimated at four (4) years with an option period of six (6) months after the firm term. The lease requirements are the same as those in the current lease.
The U.S. Government now occupies office space totaling 2843rsf, 2200usf feet of office space, fully serviced, in a building currently under lease in Biloxi, MS located at 288 Veterans Blvd, Biloxi MS that will be expiring September 30, 2017. The current space is utilized as a Veterans Readjustment and Counseling Clinic. The Government intends to initiate negotiations for a renewal of the lease based on economic, mission, and other factors. The

VHA GOVERNMENT SPACE REQUIREMENT;
Minimum Rentable Square Ft- 2,843 fully serviced Max: 3,000
Minimum Usable Square Ft-2,200 fully serviced
Minimum 14 parking spaces required, two of which will be handicap parking spaces.
The Government will consider alternative space only if economic and other factors are supportive. In making this determination the Government will consider, among other things, the availability of alternative space that can potentially satisfy the Government's requirements, costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunication infrastructure, non-productive agency downtime, occupancy schedule, activation costs, quality of space and availability date. cost benefit analysis will be utilized in the determination. VA will make a determination of set aside only after it is determined that alternate space is economically advantageous. In making this determination, the government will conduct a financial evaluation and analysis of cost likely to be incurred through relocating, such as physical move cost, replication of tenant improvement, labor hours, site preparation, telecommunications infrastructure, non-productive and other related cost to meet VA requirements.
Space Requirements:
Provide 2,843rsf /2,200usf of office in an existing building located on no more than one floor and all space must be contiguous. If the space is located in a building with multiple floors, at least one passenger elevator and one freight elevator in order to be in compliance with the Americans With Disabilities Act and meet security requirements as set forth by the Interagency Security Standards and the Department of Justice Security Standards.

In considering responses, the VA will take into account the full cost and impact of relocation as discussed above as well as ease of access by the Veteran Clients in the determination to open the requirement to full and open competition.
The delineated area under consideration is set by the intersections of the roads as described below;

East- Veterans Ave Biloxi
South- Hwy 90 Biloxi
West- 22nd Ave Gulfport Biloxi

ADDITIONAL REQUIREMENTS:

The offered space:
Shall meet Federal and State Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease.
Shall be fully serviced.
Hours of operation: 7:00 am to 4:30 pm Monday through Friday, but accessible for VA use 24 hours per day, 7 days per week.
Shall not be in the 100 year flood plain.
Shall not be next to a bar, liquor store or like establishment;
Shall not be located near a residential hotel; and
Shall not be located near an area where it is known that illegal activities occur such as illegal drugs sales.
Is preferred to be located on ground floor, if not, space must be ADA compliant to include elevator.

All submission should include the following information:
Address or location description and legal description.
Location on map demonstrating the site is within the delineated area.
Ingress/egress to street(s).
Evidence of proper zoning for medical office use.
FEMA map evidencing that the property lies outside the 100-year floodplain.
Narrative and map depicting proximity to the nearest bus and/or train stop.
Access to site from major transportation routes.
Brokers, developers, or legal representatives must show written acknowledgement and permission to represent and develop the property.
Property Owners and/or developers must provide written proof of ownership or non-contingent control of property at the time of submission of initial bids.
Describe any future development affecting the site including neighboring projects and road/public utility line construction.
Age of building.
Total existing net usable square feet.
Rentable square footage needed to accommodate the usable square footage required will differ from building to building. Occupancy is required by September 30, 2017.
