The objective of the Beneficiary Fraud Marketing Campaign is to address fraud within specific demographic and geographically targeted communities. The initial target market for this campaign is focused on New York City and surrounding areas, and specifically aimed toward the Korean and Russian communities.

Russian - Brighton Beach, Rockaway targeting beneficiaries who get cash kickbacks for 'physical therapy'. 

 Korean - Chinatown, Manhattan and Flushing, Queens targeting beneficiaries who receive gifts for their Medicare numbers, or minimal 'treatment' as a cover up.

The purpose of this campaign is to prevent beneficiaries from participating in Medicare fraud schemes. Focus should be on the cultural characteristics of that group, and the fraud trends most affecting that population.

Across the country, criminals illegally use Medicare numbers, which can impact beneficiaries in the following ways:

•·         Identity theft
•·         Denied medical services
•·         Incorrect medical care
•·         Fines
•·         Jail time 

The contractor should have the ability to make presentations, share files and ideas, and collaborate by leveraging web-based tools.

REQUIREMENTS
•A.            Advertising and Market Research

The contractor will assist with outreach engagement and strategic placement tactics to meet overall campaign objectives. Tactics may include, but are not limited to advertising, which may consist of print, broadcast, digital, online search, and wireless mobile, to provide optimal coverage for a campaign. The media tactics will
adjust based on what is the most appropriate media platform to generate the best results.

The contractor will:

§  Have experience developing creative for multi-lingual campaigns and marketing materials for clients
§  Have successfully placed multi-lingual campaigns and marketing materials in local and regional media outlets.
§  Develop customized advertising plans to meet client objectives, including specific recommendations to maximize impressions among the targeted ethnic demographic groups of Korean and Russian communities.
§  Have the ability to measure impact and effectiveness of the campaign.
§  Work collaboratively with OIG, ensuring all messaging is tailored to meet specific campaign objectives.
§  Provide creative production and graphic design support services to develop the audio and visual needs to support outreach and advertising initiatives across all mediums.
