Behavioral Experiments Programming (JAVA) Services with hosting and data collection

The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for programming of behavioral experiments in JAVA with open-source availability. The criteria for these services are as follows:

Ability to program behavioral experiments using JAVA programming language. (Required for compatibility with existing programs.)

Open-source availability of software such that all source code related to the final behavioral experiments will be provided to VA for unlimited use in perpetuity.

Secure servers available for the hosting of web-based experiments for the duration of the project and contract with the necessary security and capabilities for the safe collection and storage of research data.

Ability to safely transfer all data collected in relation to the web-based experiments and terms of service that provide for the transfer of all data related to the web-based experiments for VA s unlimited use in perpetuity.

Ability to identify subsets of participants referred to the website for data collection by Dr. Fortenbaugh and the concurrent ability to delete all files related to this subset of participants on all of the company s servers/storage devices once the raw data has been transferred to VA.

Proven track record of successful participant recruitment of over 10,000 potential participants into behavioral experiments within a 12-month testing period.

This is not a solicitation; it is a sources sought announcement seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Business (VOSB) with the capability of providing this service. Any SDVOSB or VOSB responding to this announcement shall be compliant with the following: In order to be considered under the VA Rule of Two under 38 U.S.C. 8127(d), SDVOSB and VOSB firms must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/ .
