COMBINED SYNOPSIS/SOLICITATION
for
TTHU Bedroom Living Kits


Synopsis: This is a combined synopsis/solicitation for commercial services prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) Part 13.5 using Simplified Acquisition Procedures for certain commercial items supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number is 70FB8019Q00000002 and is issued as a Request for Quote (RFQ).

FEMA has determined a need for Transportable Temporary Housing Unit (TTHU) Bedroom Living Kits.


This solicitation incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2019-05, effective August 13, 2019.

The North American Industrial Classification System (NAICS) code is 423220. The small business size standard is 100 employees.

The Government contemplates awarding one (1) or more Firm Fixed Price Blanket Purchase Agreement (BPA) resulting from this solicitation to the offeror(s) whose offer conforming to the solicitation, is the lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors.


To be considered for award you must have an active System for Award Management (SAM) registration by the closing date of this solicitation. Vendors who submit quotes but do not have an active SAM registration will not be considered for award. Please visit www.sam.gov for more information or to register.


52.212-2, Evaluation - Commercial Items is applicable to this procurement. Award will be made to the Offeror or Offeror's with the lowest prices technically acceptable whose quote conforms to the requirements of the solicitation and Statement of Work (SOW). To be considered for award, all offerors shall address all evaluation criteria.


Offerors shall provide a quote that responds to all evaluation factors. Failure to address all factors will result in offeror being non-responsive and therefore will not be considered for contract award. If an offeror receives an unacceptable rating for one (1) or more evaluation factors, the offeror will no longer be considered for award. Should either of these situations occur, the Offeror's price proposal will not be evaluated.


The Government intends to make award without discussions.


Questions are due to the Contracting Officer and Contract Specialist no later than 12pm EST September 13, 2019. Responses to questions will be distributed no later than 12pm EST, September 16, 2019.
Quotes are due to the Contracting Officer and Contract Specialist, no later than 5pm EST, September 20, 2019.
All quotes that fail to include all RFQ requirements will be considered non-responsive and therefore not eligible for contract award.
