Request for Proposal (RFP) N00167-19-R-0006 is being issued by the Naval Surface Warfare Center Carderock Division (NSWCCD) for the assembly and manufacturing plan development and fabrication of the COLUMBIA Class Bearing Support Structure Inseparable Assembly.

The Government anticipates award of a Single Award, Cost Plus Incentive Fee (CPIF) contract with an ordering period of five years. Offers will be evaluated on the basis of Best Value to the Government in accordance with the solicitation contained herein.
The solicitation is available unlocked as part of this announcement. The remaining documents to include the exhibits and attachments are locked. The locked documents are ONLY available to contractors with an approved Joint Certification Program (JCP) DD Form 2345. Firms must be approved on https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Contractors must have the JCP clearance loaded into FBO and request access through FBO to be granted approval to view the documents.

The Government is also providing a Technical Reference Library, which is not part of the solicitation, for informational purposes only. The library includes TDP C, TDP F, Inseparable Assembly Markup, and the APB ICD Markup and provides Contractors with lessons learned, best practices, and other relevant information learned from the fabrication of small scale weld joints/rings/demonstrations that represent features of the COLUMBIA Bearing Support Structure. TDP F references TDP E. TDP E however is not going to be provided as part of the Reference Library. The information being provided may be used by Contractors at their own discretion and risk to develop/inform a proposal. The information may also be disregarded, as it contains no GFI nor does it dictate any requirements for the CLB BSS. The information is not part of the Solicitation, and is not considered an official attachment. However, the information is also locked in FBO. Contractors must have the JCP clearance loaded into FBO and request access through FBO to be granted approval to view the Reference Library.

Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from the FBO website and to frequently monitor the FBO site for any amendments to the solicitation. No telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically-posted RFP and associated amendments prior to the date and time identified for receipt of proposals may render the Offeror's submission unacceptable and result in rejection of the same. Offerors are solely responsible for all associated with submitting a response to this request.
