 This notice is a Broad Agency Announcement (BAA) for the acquisition of research and development in accordance with Federal Acquisition Regulation (FAR) 35.016, Broad Agency Announcement (BAA), as supplemented with additional information included in this notice. No other solicitation will be issued. Only the information provided in this notice is available. Requests for other solicitations shall be disregarded.
Subject to availability of funds, the Government plans to invest approximately $15 million during Fiscal Years 2016- 2021 for funding research in response to this BAA.
The Battery Network for Manufacturing Technology Research and Development (BATTNET II) BAA will remain open for five (5) years. During this time, the Government may accept white papers from any interested respondent. A BATTNET II white paper is an abbreviated document (limited to 7 pages) in which the respondent describes a project concept that is within the scope of one of the technical areas of interest set forth in Section 2.B, Areas of Interest, in this BAA. DLA may select white papers that are most promising for further consideration and request technical proposals from the respondents. Neither submission of a white paper nor an invitation to submit a proposal is an authorization to begin work. A request for a technical proposal does not guarantee contract award.
The Government anticipates making, but is not obligated to make, multiple awards under this BAA. The Government reserves the right to select for award all, some, or none of the proposals requested. The basis for selecting proposals for acceptance shall be scientific and technical merit, research management and organizational structure, and past performance, capabilities and related experience, as specified in Section 4.B. below. Awards will be subject to funds availability. Cost realism and reasonableness will also be considered.
