Synopsis of the Work -
Battelle Memorial Institute (Battelle), as the management and operations contractor of the Pacific Northwest National Laboratory (PNNL), is soliciting design-build (D/B) services to provide the design and construction of the proposed Energy Sciences Capability (ESC) to be constructed on the PNNL campus.
The ESC will provide high-performance laboratory infrastructure to support world-class research, including modern wet chemistry laboratories suitable for chemical and nanomaterials synthesis, engineering process scale-up efforts, high-resolution microscopy, and highly specialized state-of-the-art instruments. The project includes a goal to provide incremental utility capacity to other buildings in the general area considered for siting.
The ESC will bring capabilities and research together to advance energy sciences from fundamental research to scale up technologies on the PNNL campus. The capabilities are:
1. Catalysis Science Program: Biocatalysis, Heterogeneous, and Molecular Catalysis
2. Energy Frontier Research Center: Center for Molecular Electrocatalysis
3. Condensed Phase and Interfacial Molecular Science
4. Synthesis and Processing: Catalyst Materials Design and Synthesis
5. Dynamic Characterization Tools Needed to Accelerate Discovery
6. Data Analytics, Modeling and Simulation, and Performance Modeling
7. Collaboration and Administrative Support
This will be a design-build, multi-year, incrementally funded, fixed-price contract, with a fixed ceiling price of $64,159,950.00. The design build team will be made up of a General Contractor and an Architectural/Engineering firm led by the General Contractor. The solicitation will be a competitive, best-value source selection process.
The minimum program requirements are as follows:
• 119,500 gross square feet
• 154 offices for PNNL researchers and collaborators
• 40 lab modules for wet chemistry, computation and instruments, and signature characterization suites
• Heat Transfer Building (HTB) to direct waste computational heat from a neighboring facility to temper ESC single pass air
• Signature Laboratory Facility as defined in the performance specifications
In addition to the minimum program requirements, there will be 4 additional Additive Alternates that will be priced outside of the base contract cost, to be awarded as project contingency risk is retired. These are to be priced and held in reserve by the successful proposer until such time as the ability to award occurs or resigns. Pricing for Add Alts 1&2 will be held for 60 calendar days following Notice Of Award, pricing for Add Alts 3&4 will be held for 365 calendar days following Notice Of Award. They are as follows:
• ADD ALT 1 - Additional core and shell of 6 additional labs and 23 offices
• ADD ALT 2 - Additional core and shell of 6 more additional labs and 23 more offices
• ADD ALT 3 - Fit out of the first set of additional lab and offices
• ADD ALT 4 - Fit out of the second set additional of lab and offices
This facility will comply with the U.S. Department of Energy (DOE) requirement for a High Performance Sustainable Building.

The title for this project is Energy Sciences Capability project (ESC). It is the desire of Battelle to take occupancy by May 31, 2021 or sooner.
