GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued.
The Veterans Benefits Administration anticipates issuing a solicitation for the following project.
PROJECT TITLE: Bathroom Renovation, Bldg 47, St. Petersburg VBA Regional Office
PROJECT SCOPE: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for Renovations to VBA Regional Office Building 47 - 2nd and 3rd Floors as required by drawings and specifications.
PLACE OF PERFORMANCE: St. Petersburg VBA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida.
The solicitation number is 36C10E19R0006. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 8 April 2019. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available.
ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000.
PROCUREMENT TYPE: The Government anticipates negotiating and awarding a single firm-fixed price contract to the offeror is determined to be the best value. IAW FAR 15 the Government will determine the best value by using price and other factors.
SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected.
NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 236220 and the small business size standard is $36.5 MIL.
PROJECT COMPLETION DATE: The project performance period will be stated in the Request for Quote when issued.
SITE VISIT: A site visit is tentatively scheduled for April 24, 2019. Further information will be provided in the Request for Quote when issued.
SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number and an active registration in SAM, System for Award Management (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete Online Representations and Certifications at the SAM website. DUNS numbers shall NOT be in the Excluded Parties List System (EPLS), and are NOT listed on the List of Parties Excluded from Federal Procurement or otherwise ineligible to receive an award.
