This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a
Separate written solicitation will not be issued.
(iii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through fedbizopps.gov on RFQ reference number VA242-17-Q-0903.
(iv) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76.
(v) This procurement is being issued as an unrestricted requirement. The North American Industry Classification System (NAICS) code is 335314, Relay and industrial control manufacturing, with a small business size standard of 750 employees. This solicitation is 100% set-aside for SBs.
(vi) The Contractor shall provide all parts and labor necessary to deliver the below specific supplies.
(vii) Description of requirement: The contractor shall provide a quantity of:
1- 48 key/ 8 =pager SAM, 6 D x 28 W x 28 H, solid door fully populated panel in 64 size cabinet
1 extended door 64-size, mew SAM
1 KSI fingerprint reader/mounted/integrated New SAM
1 KSI fp desk top enrollement station (included)
1 onsite start-up/software/Sam training (included)

The key box system will have two points of access in order to open and access contents inside; 1) Keypad for PIN access, 2) Biometric (fingerprint) .Must have a Lexan Cap Display. It is a 64 key box system that will contain 8 pager pocket/ holders to be on the bottom row. It will have a door extension allowing for more space. This system is designed with locking key positions providing full control of users & locking key positions, key sets will be able to be removed & returned to the same panel position every use, with the only way to remove a keyset(s) from the box is by being authorized with a pin access number & biometric in software. A master key override will also be provided to gain access in times of system error.
The unit will be installed on the current data network provided through the government. This system will record user entries and automatically generate emails to inform specific individual that it has been accessed.
The unit will be securely mounted to the wall though hardware that can easily support up to 2 times the weight of the box itself. The hardware securing the unit will require security cut heads which cannot be removed without the particular tool necessary.
All electrical and data lines entering the unit will be confined in an appropriate tamper-proof raceway for security purposes. Wire molding may be used in masonry applications but must maintain a single fixed piece without seams to avoid tampering. These must also be secured to the wall to avoid movement and possible tampering.
All other installation procedures shall be completed according to the provided specifications. Any specific information or procedures regarding work shall be completed through a formal request for information to the COTR.
Only offers meeting the above specifications shall be considered.

(x) Evaluation will be determined based on price, technical acceptability of the proposed product, and past performance to determine best value to the Government IAW FAR Subpart 13.106. Meeting or exceeding the technical standards will be weighted equal to price. Quotes must meet the technical standards set forth in the solicitation in order to be considered responsive. The Government reserves the right to make award without discussions.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.
