Overview:
The Batavia VA Medical Center Boiler Plant-222 Richmond Ave. Batavia, NY 14020 has a requirement to replace the current infrared scanners on 4 boilers (See Equipment List below) with UV self-checking scanners.
Equipment List:
Two (2) Boilers - Cleaver Brooks Model 4WI-200-125-200ST
Two (2) Boilers - Cleaver Brooks Model 4WI-200-250-200ST

Basic Requirements: The contractor shall provide all necessary parts and labor required to replace each infrared scanner, located on each of the four (4) boilers listed in the Equipment List above, with a UV self-checking scanner. The contractor shall have experience and working knowledge on how to modify Cleaver Brooks boilers specific to the models referenced in the Equipment List above. The contractor shall be able to perform the additional requirements below for all four scanners.

Additional Requirements:
Remove existing infrared scanner / amplifier
Install new UV self-checking scanner / amplifier
Install wire / shielded cable for scanner to BMS connection
Fire unit on Gas & Oil to verify proper operation
Perform the following tests as listed in the VHA Boiler and Associated Plant Safety Testing Manual Fifth Edition
Flame Scanner-for main flame out (FSMFO)
Flame Scanner Not Sensing Igniter Spark (FSNSIS)
Main Flame Ignition Timing (MFIT)
Provide Hardware Manual in Print and Electronic Format
Provide Electrical Schematic This will be an insert for existing prints detailing new scanner
The NAICS Code is 238220 with a size standard of $15 million. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described above.
