Baseline Vegetation Maintenance at TLZ Eagle, Hawk and Sandpiper

SCOPE OF WORK (SOW): The contractor shall provide all material, labor, equipment and supervision required to accomplish the following:

General description: Mulch in place all trees, brush, understory, vines and other vegetation at TLZ Eagle, TLZ Hawk and TLZ Sandpiper. The intent of this vegetation maintenance project is to re-establish the original boundary of TLZ Eagle, TLZ Hawk and TLZ Sandpiper. The total area of tree cutting at all three sites is about 28 acres. At the end of the project the areas cut shall be clear and open with no obstructions or trip and fall hazards and so that future maintenance can take place using finish deck mowers. See the Site Plan for detailed locations of TLZ Eagle, TLZ Hawk and TLZ Sandpiper.

Detailed requirements and specifications:
1.    TLZ Eagle:
a.    The contractor shall mulch all live or dead trees in place.
Any tree stumps shall be mulched down to existing grade height.
b.    Cut and / or mulch in place, all heavy vegetation, brush, understory, vines, branches, high grass, tall weeds etc.
so that future maintenance can take place using finish deck mowers.
c.    Trees and vegetation that is reduced to mulch can be left in place but not in piles or windrows. Evenly distribute or spread out the mulch on the ground in the vicinity the material was cut.
d.    The approximate area to be clear cut is 13 acres.
e.    All vegetation residing in drainage ditches shall be mulched in place. Water shall be able to flow properly through the drainage ditches without being obstructed.
f.    See page 2 of the attached Site Plan for the area to be cut.
2.    TLZ Hawk:
a.    The contractor shall mulch all live or dead trees in place.
Any tree stumps shall be mulched down to existing grade height.
b.    Cut and / or mulch in place, all heavy vegetation, brush, understory, vines, branches, high grass, tall weeds etc.
so that future maintenance can take place using finish deck mowers.
c.    Trees and vegetation that is reduced to mulch can be left in place but not in piles or windrows. Evenly distribute or spread out the mulch on the ground in the vicinity the material was cut.

3.    TLZ Sandpiper:
a.    The contractor shall mulch all live or dead trees in place.
Any tree stumps shall be mulched down to existing grade height.
b.    Cut and / or mulch in place, all heavy vegetation, brush, understory, vines, branches, high grass, tall weeds etc.
so that future maintenance can take place using finish deck mowers.
c.    Trees and vegetation that is reduced to mulch can be left in place but not in piles or windrows. Evenly distribute or spread out the mulch on the ground in the vicinity the material was cut.
d.    The approximate area to be clear cut is 3 acres.
e.    All vegetation residing in drainage ditches shall be mulched in place. Water shall be able to flow properly through the drainage ditches without being obstructed.
f.    See page 4 of the attached Site Plan for the area to be cut.







Wet Area Guidelines:
Although the work identified herein does not occur in designated Wetlands, there are sensitive bwet areasb where the contractor shall take special precautions.
The contractor shall follow the below guidelines when working in wet areas aboard Camp Lejeune, NC:

b"    Do not use track machinery in wet areas. Use machinery equipped with high flotation tires or placed on mats to minimize rutting of the soil.
b"    If necessary to move cut vegetation, trees, or brush, vegetation shall be picked up (not pushed) into windrows provided this activity does not result in more than a de minimus (incidental) discharge or redeposit of excavated material.
b"    Chipping or mulching of vegetation is acceptable provided the biomass (chips) does not impede or divert natural drainage patterns or fill wetlands.
b"    Burning of wood is not permitted.
b"    Do not push or drag trees or vegetation so that the soil is disturbed or scraped.
Special permitting is required for these actions and is not allowed under this contract.
b"    All work shall be conducted during dry periods to minimize disturbance to natural wetland contours and elevations.
b"    Trees, vegetation, and brush shall be cut / mulched to the ground, but not pulled or dug up to minimize disturbance of the soil.

Special Instructions:

1.    The contractor shall call bBlackburnb, 451-3064, when the contractor arrives on site at the beginning of the work day and when the contractor leaves the site at the end of the work day. The contractor shall also call Blackburn (upon arrival) if the contractor moves to another location.

2.    The contractor shall coordinate the work schedule and access to the work areas with the Government Point of Contact (POC), Jamie Muston, 910-451-1234 and Bill Vanpelt 910-451-8799.
Work areas shall be cleaned up and debris disposed of properly on a daily basis. No equipment or material shall be stored on the work site without specific permission from the Government POC.

3.    All grounds disturbed by the contractor shall be repaired by filling with clean topsoil, raking, and reseeding with Coastal Lawn Mix applied at a rate of 50 pounds/acre. Grounds and disturbed areas include but are not limited to ruts, holes, gouges, scrapes, scratches and tire tracks.

4.    The measurements given in this SOW are for planning purposes only. The contractor is responsible for taking all measurements prior to submitting a bid for this contract.
