The National Aeronautics and Space Administration (NASA) CubeSat Dispenser Hardware and Integration Services contract contains an innovative on-ramp provision that accommodates proposal submissions at least once a year from new CubeSat Dispenser Hardware and Integration Services providers desiring an Indefinite-Delivery, Indefinite Quantity (IDIQ) contract and for additional CubeSat Dispenser Hardware and Integration Services from existing IDIQ contractors. As a result, NASA invites you to submit a proposal for the CubeSat Dispenser Hardware and Integration Services contract. The following documents are included with the RFP: Standard Form (SF) 1449, Statement of Work (Attachment A), Data Requirements List (Attachment B), Labor Skills Description (Attachment C), SOW & CLIN Correlation (Attachment D), Past Performance Template (Attachment E), and Matrix of RFP Changes. The Matrix of RFP Changes identifies updates to the Solicitation that have occurred since RFP NNK13ZLS004Q-Revision-C was issued.

This acquisition is a 100% Small Business Set-Aside.


The time and date required for receipt of proposals is 12:00 p.m. (noon) Eastern Time on January 17, 2018.


Your proposal must be signed by an official of the company who is authorized to bind the company. Your proposal must also contain a statement that the offer is firm for a period of 120 days from the closing date indicated above. Please provide the company name and complete address (including street, city, state, and zip code), Data Universal Numbering System (DUNS) number, and Commercial and Government Entity (CAGE) code for your company and all proposed subcontractors.
The RFP does not commit the Government to award a contract nor does it obligate the Government to pay for any cost incurred in the preparation and submittal of proposals in anticipation of a contract. The Government reserves the right to reject any and all proposals should such action be in the best interest of the Government.

Offerors are hereby notified that funds are not presently available for this effort. The Government's obligation is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. It is anticipated that adequate funds, for the contract minimum, will be available at the time of contract award.


Written questions regarding this request for proposal may be submitted on or before December 18, 2017. Questions received by that date will be answered in writing. Questions received after that date will be considered, but may not be answered at the sole discretion of the Contracting Officer. Since answers and associated questions are provided to all Offerors eligible for award, questions should not include any proprietary or sensitive information that the questioner does not wish to be disclosed to other Offerors.
